In a significant development, the sessions court in Karkardooma, New Delhi, has sentenced gangster Parvesh Mann to seven years of imprisonment under the Maharashtra Control of Organised Crime Act (MCOCA). This verdict comes weeks after the Delhi High Court expressed strong disapproval over the delay in pronouncing the judgment in the 2019 case.

Convictions and Sentencing Details

Alongside Parvesh Mann, five of his associates were also convicted on January 28. The convicted individuals include Sachin Mann, Ajay Mann, Yudhveer, Sahil Dahiya, and Gaurav Tyagi. Judge Chander Jit Singh handed down sentences of five years imprisonment to four of these allies, who have been incarcerated since 2021.

The court directed that the time already spent in custody be considered part of their sentence. Additionally, a fine of Rs 5 lakh was imposed on each of them. Failure to pay this fine will result in an extra two years of jail time.

Background of the Case

Parvesh Mann, also known as Sagar Mann, faced charges under sections 3 and 4 of MCOCA, which pertain to conspiring, committing, or facilitating organised crime. The case originated from an FIR filed by the Delhi Police Special Cell, which investigated his involvement in criminal activities. The probe was led by ACP Jasbir Singh.

Mann and his aide Gaurav Tyagi, who also received a seven-year sentence, have been in custody since 2020 and 2021, respectively. Mann is required to pay a fine of Rs 5 lakh as part of his punishment.

Delay in Trial and High Court Intervention

The trial process faced considerable delays, despite Mann's arrest by the Special Cell in 2020. The sessions court concluded the trial on July 4, 2025, and initially set July 30, 2025, as the date for announcing the verdict. However, the judgment was postponed on four subsequent occasions.

On November 7, 2025, the court again deferred the pronouncement, insisting on the physical presence of the accused rather than virtual appearances, and rescheduled the verdict for November 28, 2025. Complications arose when the presiding judge was transferred on November 18, 2025, leading to directions for a fresh hearing of final arguments.

In response, Mann approached the Delhi High Court, seeking to overturn the order for a new trial. Justice Swarana Kanta Sharma of the High Court intervened last month, ordering the sessions court to complete the trial within two to three weeks. The judge emphasized that judicial proceedings should not fluctuate between readiness and uncertainty, especially after the trial had concluded.

Rivalry and Violent History

Parvesh Mann, a key figure in the Neeraj Bawana gang, has 14 cases registered against him. His longstanding rivalry with gangster Kapil Mann, an ally of Lawrence Bishnoi, dates back about 17 years. Both hail from Khera Khurd village in Outer Delhi, and their conflict began over control of the village, including a dispute involving a 100-yard boundary wall.

This rivalry turned violent in 2017 when Parvesh's men allegedly killed Kapil's uncle, Bablu alias Surya Prakash. Since then, four more killings have been linked to the two gangs. The conflict escalated in 2022 when Parvesh's associates were accused of murdering Kapil Mann's father.

In a notable incident, Parvesh's brother, Suraj Mann, an Air India crew member, was shot dead in Noida's Sector 104. Police investigations indicated that this murder was orchestrated by Kapil Mann to avenge his father's killing.

Profile of Gaurav Tyagi

Gaurav Tyagi, described as a key henchman for Parvesh Mann, was arrested following an exchange of fire with Special Cell officers in November 2021. Interestingly, Tyagi was once considered a wrestling prodigy but turned to crime after an injury ended his sports career, becoming a sharpshooter for Mann.

This case underscores the ongoing efforts by law enforcement to tackle organised crime in the region, with the judiciary taking a firm stance to ensure timely justice.
