Rajasthan Government Announces Comprehensive Security and Infrastructure Package

In a significant move to bolster state security and modernize infrastructure, Deputy Chief Minister and Finance Minister Diya Kumari unveiled a comprehensive package on Wednesday. The announcement, made during the budget presentation, includes the construction of new central prison complexes in four major cities, the establishment of a state-level cyber crime command center, and the recruitment of 5,000 additional Home Guard volunteers.

New Central Prison Complexes Across Four Cities

The budget allocates substantial resources for developing new central jail facilities in Jodhpur, Jaipur, Alwar, and Udaipur. These complexes will be constructed in phases following the model of NBCC (India) Limited, with an estimated total investment of Rs 1,200 crore.

This initiative addresses long-standing concerns about existing correctional facilities. Many current jails are situated in densely populated urban areas, facing severe space limitations and security challenges. For instance, the Central Jail at Ghat Gate in Jaipur is located in the heart of a crowded neighborhood, creating operational difficulties.

Officials have indicated that relocation plans for these facilities have been under discussion for several years. Clearer implementation timelines are expected once detailed project reports are finalized and approved.

Establishment of Rajasthan Cyber Crime Control Centre (R4C)

In response to evolving digital threats, the government announced the creation of the Rajasthan Cyber Crime Control Centre, designated as R4C. This new institution will operate along the lines of the national Indian Cyber Crime Coordination Centre (I4C), which functions under the Ministry of Home Affairs.

The R4C is designed to combat a wide spectrum of contemporary cyber crimes, including sophisticated threats like digital arrest scams and deep fake technology. It will serve as the state's central nodal agency for cyber crime coordination, integrating efforts across multiple sectors.

The center will facilitate collaboration between:

  • State police departments
  • Specialized cyber crime investigation cells
  • Banking and financial institutions
  • Telecommunications service providers

This integrated approach aims to create a more robust defense mechanism against cyber criminals operating within and targeting Rajasthan.

Expansion of Home Guard Personnel

Complementing these infrastructure developments, the security package includes a substantial increase in Home Guard personnel. The government plans to recruit 5,000 additional volunteers to strengthen law enforcement capabilities across the state.

This expansion will enhance the state's capacity to manage public safety, crowd control, and emergency response situations, providing crucial support to regular police forces.

The comprehensive nature of these announcements reflects the government's commitment to addressing both traditional security challenges and emerging digital threats through coordinated infrastructure and personnel investments.
