One officer was particularly affected, left panting and bleeding after slamming his head on the pavement during a physical struggle with a suspect.

Mayor Lurie had been traveling in a black SUV with his security detail, which included the injured officer and a driver who was also a police officer. According to the injured officer's account to responding police, three individuals allegedly blocked the vehicle in the street, prompting Mayor Lurie to exit the SUV and request that the group move aside.

Initially, the trio appeared to comply with the mayor's request, but the situation rapidly escalated when one man began "talking gibberish" according to the officer's statement. When the officer intervened and ordered the man to move along, the suspect initially backed off before suddenly charging at him.

The officer managed to grab the man's upper body, but during the ensuing scuffle, both individuals tumbled to the ground. The police officer fell backward, striking his head forcefully against the pavement, which caused significant bleeding from the back of his head.

The San Francisco District Attorney declined to charge Phillips in that case, reportedly citing insufficient evidence. The location of that previous alleged incident was remarkably close to where Phillips allegedly attacked Mayor Lurie's security guard.
