That earlier order had directed the TGPSC to either re-evaluate answer scripts within eight months or conduct the examination anew. The bench also dismissed an appeal filed by unsuccessful candidates who were insisting on a re-conduct of the main examination.
Background of the Case
The Group-1 Mains examination was conducted in October 2024 to fill 563 vacancies. The single-judge bench, in its September 9 judgment, had set aside the final marks list and general ranking list. It ordered the TGPSC to re-evaluate all answer scripts manually using the moderation method as per the Sanjay Singh and Another Vs. U.P. Public Service Commission, Allahabad case. The court had further directed the Commission to take steps to fill the 563 posts, and if not feasible, indicated an inclination to cancel the Group-1 Mains examination and re-conduct it for those who passed the prelims.
In a 222-page judgment, the single judge concluded that the Commission had failed to maintain transparency and integrity, acted in a biased manner, and deviated from its own rules during the examination process. The judge noted that despite previous instances of examination cancellations, the Commission had not learned from its past experiences.
Interim Relief and Final Ruling
On September 24, the division bench granted an interim suspension of the single-judge order, stating that any appointments made in the meantime would be subject to the outcome of the writ appeals. This interim relief was crucial in preventing further delays in the recruitment process.
