Harivansh Poised for Historic Third Term as Rajya Sabha Deputy Chairman
In a significant development in India's parliamentary proceedings, nominated member Harivansh is on the verge of being elected as the Rajya Sabha deputy chairman for an unprecedented third term. The election for this crucial post is scheduled to take place on Friday, following the vacancy created after Harivansh's previous term concluded on April 9.
Uncontested Election with Strong Support
As of Thursday, the Rajya Sabha Secretariat has confirmed the receipt of five formal notices in favor of Harivansh's candidacy. Notably, the opposition parties have not submitted any notices proposing an alternative candidate, effectively clearing the path for his election. The deadline for such motions was set at 12 noon on Thursday, and with no challengers emerging, Harivansh's return to the position appears all but certain.
Harivansh has already served two distinguished terms as the deputy chairman of the Upper House, and if elected, this will mark his third consecutive tenure. His extensive experience and parliamentary acumen are widely acknowledged, making him a formidable candidate for the role.
Opposition Announces Boycott, Citing Key Grievances
In a move that has stirred political discourse, the opposition, led by the Congress party, has decided to boycott the deputy chairman's election. Congress MP Jairam Ramesh articulated three primary reasons for this decision in a detailed statement on social media platform X.
First, Ramesh highlighted the prolonged absence of a deputy speaker in the Lok Sabha, a position that has remained unfilled for seven years under the Modi government. He emphasized that this situation is unprecedented in India's parliamentary history.
Second, the Congress spokesperson pointed out the timing of Harivansh's nomination. His second term as deputy chairman ended on April 9, and he was nominated as a member of the Rajya Sabha by the President just one day later, on April 10. Ramesh argued that it is unusual for a person nominated by the President to the Rajya Sabha to be immediately considered for the post of its deputy chairman, stating, "Never before has a person nominated by the President to Rajya Sabha been considered for the post of its deputy chairman."
Third, Ramesh criticized the lack of meaningful consultations with the opposition regarding the election process. He asserted that this exclusion undermines the spirit of bipartisan cooperation in parliamentary affairs.
