AAP MP Raghav Chadha Proposes Sweeping Financial Reforms in Parliament
Aam Aadmi Party MP Raghav Chadha has put forward a comprehensive set of reforms aimed at alleviating financial pressures on ordinary citizens, addressing critical issues in taxation, pensions, and banking during a recent parliamentary speech. The proposals focus on making the system fairer and more humane for Indian households.
Three Key Reforms to Ease Everyday Anxieties
In his address titled "I Do Not Oppose, I Rise to Propose," Chadha highlighted three practical reforms designed to tackle common financial worries:
- Optional joint filing of income tax returns for married couples
- Restoration of full income tax exemption on disability pensions for all wounded soldiers
- Removal of penalty charges on bank accounts for not maintaining minimum balance
Chadha emphasized that these measures would create a more just financial environment, particularly for families struggling with uneven income distribution and bureaucratic hurdles.
Joint Tax Filing: A Game-Changer for Households
The proposal for optional joint tax filing has garnered significant attention, as it addresses a fundamental flaw in the current system. Chadha explained that the existing tax framework penalizes couples with uneven earnings, treating them as separate entities rather than a unified household.
He illustrated this with a compelling example: In one scenario, both partners earn Rs 10 lakh each, resulting in a total household income of Rs 20 lakh with zero tax liability. In another, one spouse earns the entire Rs 20 lakh while the other manages household responsibilities, leading to a tax bill of Rs 1.92 lakh despite the same total income.
"One roof. One kitchen. One household budget. But when tax time comes, the family disappears. The tax system sees two individuals. A husband and wife become strangers," Chadha remarked, underscoring the need for reform.
How Joint Tax Filing Could Work
If implemented, the joint-filing system would allow couples to file a single consolidated income tax return, with potential benefits including:
- Restructured tax slabs, such as no tax up to Rs 6 lakh and 5% for Rs 6–14 lakh
- Adjusted standard deductions, exemptions, and surcharge thresholds
- Flexibility for couples to choose joint filing only when advantageous
This proposal aligns with earlier recommendations from the Institute of Chartered Accountants of India (ICAI), suggesting it could revolutionize personal income tax management for families.
Benefits Across Different Household Types
The joint taxation proposal offers varied advantages:
- Single-earner couples: Lower tax liability and simplified compliance
- Dual-earner couples with modest incomes: Potential savings through higher exemptions
- High-income dual-earner couples: Requires careful evaluation due to possible higher slab implications
- Families with children or loans: Better optimization of deductions like 80C, 80D, and housing benefits
Additional Reforms: Pensions and Banking
Beyond tax reform, Chadha advocated for restoring full income tax exemption on disability pensions for all wounded soldiers, not just those invalided out of service. This move aims to honor their sacrifices without financial burden.
He also addressed banking accessibility, calling for the elimination of penalty charges on accounts that fail to maintain minimum balances, thereby protecting low-income individuals from undue fees.
Expanding Affordable Food Access at Airports
In a related push for consumer welfare, Chadha urged the government to expand the Udaan Yatri Cafe initiative nationwide and relocate outlets inside departure areas. This would ensure air travelers have access to low-cost meals, building on existing government efforts while emphasizing the need for broader reach.
