Observations on Colvale Jail

The bench comprising Justices Valmiki Menezes and Amit Jamsandekar noted that although Colvale jail is designated as a 'modern central jail,' it does not reflect a modern mindset conducive to reformation through an open jail system. The court emphasised that the transition will be gradual and will not occur overnight.
