NCRB Includes Animal Cruelty Data for the First Time
In a landmark move, the National Crime Records Bureau (NCRB) has, for the first time, recorded and published statistics on cruelty to animals in its annual Crime in India report. The 2022 report, released recently, documents a total of 4,119 cases of animal cruelty across the country, shedding light on a previously underreported aspect of crime.
Key Findings from the Report
The data reveals that Uttar Pradesh reported the highest number of cases with 1,208 incidents, followed by Karnataka (429), Maharashtra (396), West Bengal (304), and Kerala (272). The report also highlights a conviction rate of 56.3% for these cases, with 2,319 convictions out of 4,119 cases. However, experts caution that the actual number of incidents could be significantly higher due to widespread underreporting.
The NCRB's inclusion of animal cruelty statistics marks a significant step forward in recognizing the severity of such offenses. Animal rights activists have long advocated for better data collection to inform policy and enforcement. The data is categorized under the Indian Penal Code (IPC) sections 428 and 429, which deal with mischief by killing or maiming animals.
Regional Variations and Trends
Among union territories, Delhi reported 140 cases, while Chandigarh had 12. The report also notes a gender-wise breakdown: in 2022, 3,900 males and 219 females were arrested for animal cruelty. The age profile of accused persons shows that 1,180 were between 30 and 45 years old, and 1,320 were between 18 and 30 years old.
Animal welfare organizations have welcomed the move but urge for more detailed data, including the types of animals affected and the nature of cruelty. The NCRB's decision to include these statistics is seen as a positive step towards creating a more comprehensive understanding of crime in India.
