Andhra Pradesh Government Intensifies LRS Application Clearance Ahead of Deadline
The Andhra Pradesh government has significantly intensified its efforts to maximize revenue collection as the deadline for the Layout Regularisation Scheme (LRS) rapidly approaches next week. State authorities are now expediting the disposal of all pending applications across various urban local bodies to ensure maximum participation before the window closes.
Minister's Directives for Expedited Processing
Municipal Administration and Urban Development Minister P Narayana conducted a comprehensive review of the LRS progress through a teleconference with town planning officials and municipal commissioners. During this crucial meeting, the minister issued clear directives to immediately clear all eligible applications that have been submitted under the scheme.
Narayana emphasized that delays in approvals not only create significant inconvenience for applicants but also directly impact the state's ambitious revenue mobilization drive. The minister made it unequivocally clear that commissioners and town planning officials would be held personally responsible if any lapses were discovered in the processing of these applications.
"We wanted to allow all those who could not cover it in the past. However, the deliberate delay in clearing the applications will not be spared," Narayana stated firmly during the review session.
Comprehensive Regularisation Framework
The government has established a clear strategic focus on bringing all unauthorized layouts into the legal framework through the LRS initiative. This comprehensive scheme aims to promote planned urban development while simultaneously plugging significant revenue leakages that have occurred over years of unregulated growth.
Officials received specific instructions to ensure that all applications meeting eligibility norms receive approval without unnecessary procedural delays. The current LRS window, which has been extended multiple times previously, will finally close shortly. The latest extension has fixed the deadline as April 23, following an unprecedented surge in applications from plot owners seeking regularisation of their properties.
Overwhelming Response and Implementation Details
According to official data released by the municipal administration department, more than 61,000 applications have been received under the ongoing LRS phase. This represents a substantial increase compared with previous rounds of the scheme, indicating growing awareness and urgency among property owners.
The scheme applies comprehensively to unapproved layouts and plots across all municipal areas and urban development authority jurisdictions throughout Andhra Pradesh. By participating in LRS, property owners can secure legal status for their holdings, which provides numerous benefits and protections under state law.
The LRS framework mandates a minimum application fee of Rs 10,000 and offers a time-bound approval process, with authorities required to clear eligible applications within a stipulated period. Officials have cautioned that failure to regularise plots through this scheme could result in serious consequences including denial of building permissions, registration issues, and even inclusion in the prohibitory property watch list maintained by state authorities.
Scale of Unauthorised Development and Revenue Potential
The state government has identified a substantial number of unauthorized layouts over recent years through systematic surveys and assessments. Current estimates indicate that more than 14,500 such unauthorized layouts covering more than 78,000 acres have been detected across Andhra Pradesh.
These figures highlight both the significant scale of the urban planning challenge facing the state and the substantial revenue potential that the LRS scheme represents for government coffers. By accelerating approvals during this final phase, the government aims to ensure that genuine applicants benefit from the regularization opportunity while simultaneously strengthening urban planning systems for future development.
Infrastructure Development and Revenue Sharing
The comprehensive LRS drive is expected to significantly boost state revenues, with a portion of the collected funds specifically earmarked for sharing with local bodies. This revenue sharing mechanism will enable municipal authorities to improve civic infrastructure and enhance essential services for residents across urban areas.
Principal Secretary S Suresh Kumar and CDMA Sampath Kumar were also present during the crucial review meeting, underscoring the high-level administrative attention being devoted to this important urban development initiative as the deadline approaches.
