BJP MLAs and Independents Shift to Paradip Hotel Ahead of Rajya Sabha Polls

The political drama surrounding the upcoming Rajya Sabha elections in Odisha has intensified, with the focus shifting from the state capital Bhubaneswar to the port town of Paradip in Jagatsinghpur district. In a strategic move, the Bharatiya Janata Party (BJP) transported all its 79 Members of the Legislative Assembly (MLAs), along with three independent legislators who support the ruling party, to a luxury hotel in Paradip on Saturday night.

Hotel Owned by Independent Candidate Dilip Ray

The hotel in question is owned by Dilip Ray, an independent candidate backed by the BJP for the Rajya Sabha election. Ray requires 30 votes to secure his victory in the upcoming polls. Chief Minister Mohan Charan Majhi, who was present in Paradip, joined the MLAs at the hotel for approximately three hours on Sunday before returning to Bhubaneswar.

The BJP has stated that the MLAs were relocated to Paradip to receive proper training on casting their votes in the Rajya Sabha elections. However, many political observers and opposition parties view this as a classic example of "resort politics," a tactic aimed at preventing poaching by rival parties and ensuring party unity to avoid cross-voting.

Security Tightened in Paradip

Following the arrival of the MLAs and the Chief Minister, the hotel has been transformed into a fortress. Armed security personnel are stationed outside, and entry for common people has been largely restricted. Additional Superintendent of Police for Jagatsinghpur, Smurti Ranjan Kar, confirmed that security measures have been significantly enhanced.

"Four platoons of police have been deployed in Paradip, with continuous patrolling in the port town and its nearby areas. All vehicles passing through the Paradip area are being thoroughly checked," Kar stated.

BJD Alleges Horse-Trading and Nexus

The Biju Janata Dal (BJD) has strongly criticized the BJP's actions. Ganeswar Behera, a senior BJD functionary and former MLA from Kendrapada, accused Dilip Ray of engaging in horse-trading in clear collusion with the BJP.

"The BJP has locked up its MLAs in a hotel owned by Ray due to fears of cross-voting, as many of them are reportedly unwilling to vote for Ray," Behera alleged. He further claimed that this move exposes a nexus between Ray and the BJP, aimed at manipulating the electoral process.

Background on Dilip Ray

Dilip Ray, a former Union Minister of State for Coal, has a controversial legal history. Along with three others, he was convicted of irregularities in the allocation of the Brahmadiha coal block in Jharkhand in 1999 by a special CBI court. On October 6, 2020, they were sentenced to three years in jail.

However, the Delhi High Court stayed Ray's conviction ahead of the 2024 assembly polls. Ray subsequently contested from the Rourkela assembly seat as a BJP candidate but was unsuccessful. He was previously elected to the Rajya Sabha in 1996 and served two consecutive terms.

Current Assembly Composition in Odisha

The Odisha Legislative Assembly has a total strength of 147 members. The current breakdown is as follows:

  • BJP: 79 MLAs
  • Independents (supporting BJP): 3 MLAs
  • BJD: 48 MLAs (after the suspension of two members for alleged anti-party activities)
  • Congress: 14 MLAs
  • CPI(M): 1 MLA

The BJP, with the support of the three independents, has a total of 82 votes. This is eight votes short of the number required to elect three Members of Parliament to the Rajya Sabha, highlighting the critical importance of party discipline and the potential for cross-voting in the upcoming election.
