With Manipur approaching a full year under central rule next month, a critical political question hangs in the balance: will the state's Kuki-Zo legislators join a potential popular government? The community's leaders and its ten MLAs are set to deliberate on this pivotal issue in a meeting scheduled for the coming week, amidst intense public pressure against such a move.

Community Council Takes a Hard Stance

The Churachandpur-based Kuki Zo Council (KZC) has already made its position clear. In a resolution passed on December 30, 2025, its governing council unanimously reaffirmed the demand for a Separate Administration in the form of a Union Territory. The resolution explicitly stated that the Kuki-Zo people "cannot and shall not participate in the formation of the Government of Manipur."

Kuki Zo Council chairman Henlianthang Thanglet emphasized the overwhelming public sentiment against joining a state government. He told The Indian Express that the feeling in all Kuki-Zo districts is "completely against it." Thanglet expressed apprehension that some MLAs might still consider entering a popular government, warning that if they do, "the KZC will not be in a position to stop a mob," highlighting the depth of community opposition.

MLAs Await Decision After Consultations

One of the ten Kuki-Zo MLAs in the 60-member Manipur Legislative Assembly confirmed that a definitive stand will be cemented after a meeting between the legislators and the SoO (Suspension of Operations) groups next week. These SoO groups are Kuki-Zo insurgent outfits currently in dialogue with the government.

The MLA acknowledged that the question of joining a government is still under consideration. This marks a significant juncture, as these MLAs had previously supported the separate UT demand and had completely rejected engagement with the previous Biren Singh-led government before President's Rule was imposed.

Political Pressure and Background Moves

Efforts to explore government formation are underway. On December 14, 2025, the BJP leadership held a crucial meeting with its MLAs from Manipur, bringing both Kuki and Meitei legislators together. This engagement is seen as a prerequisite for any credible move towards restoring an elected government. It is learnt that four of the seven Kuki-Zo BJP MLAs attended this meeting.

Simultaneously, there is sustained pressure from Manipur's Meitei and Naga NDA legislators to end President's Rule and install an elected government. The outcome of next week's meeting within the Kuki-Zo community will be a decisive factor in determining whether a political consensus can be reached to form a stable administration in the conflict-ridden state, or if the deadlock will persist.
