The proposed cluster redevelopment of Mahim Koliwada in Mumbai led to a highly charged and intense discussion in the legislative council on Tuesday. The issue, which involves the redevelopment of buildings 1-20 of Machchimar Colony, 1-25 of police housing, and four private buildings, was brought to the forefront by BJP MLC Prasad Lad through a calling attention motion. Lad strongly demanded that the redevelopment work be executed following the model of the BDD chawls, emphasizing the need for a structured and efficient approach.

Government Agencies to Lead the Redevelopment Project

In response to the motion, Minister for Mining Shambhuraj Desai announced that the cluster redevelopment work will be carried out by one of the government agencies. The agencies under consideration include Mhada, MMRDA, MSRDC, or the PSU arm Mahatma Phule Renewable Energy and Infrastructure Technology (MahaPreit). This announcement aimed to provide clarity on the execution framework for the ambitious project.

Opposition and Concerns Raised by Legislative Members

However, the proposal faced significant scrutiny and opposition from other council members. BJP MLC Pravin Darekar, who heads the government's self-redevelopment committee, pointed out a critical issue: MahaPreit has no money. He argued that instead of relying on financially constrained agencies, self-redevelopment should be actively promoted as a more viable and sustainable alternative.

Adding to the debate, Sena (UBT) MLC Anil Parab raised regulatory concerns, noting that Machchimar Colony is situated adjacent to a slum on one side and a private plot on the other. He questioned, "Under which regulation will cluster redevelopment be carried out?" This highlighted potential legal and procedural hurdles that need to be addressed.

Furthermore, Sena (UBT) MLC Sachin Ahir inquired whether the letter of intent issued earlier for the redevelopment would be cancelled, reflecting uncertainties and the need for transparency in the process.

Next Steps and Government Response

In light of the diverse opinions and concerns, Minister Shambhuraj Desai stated that a meeting will be convened with Deputy Chief Minister Eknath Shinde to deliberate and decide on the redevelopment issue. This step indicates the government's commitment to resolving the matter through collaborative discussion and strategic planning.
