The state-level steering committee for Odisha's flagship Mukhyamantri Bus Seva (MBS) programme held a crucial review meeting on Saturday. The session aimed to evaluate ongoing reforms and develop a concrete strategy for the next phase of the public transport initiative across urban and rural regions.
Key Focus: Efficiency, Affordability, and Last-Mile Connectivity
Officials conducted a thorough assessment of various policy and operational measures designed to enhance the service's efficiency, affordability, and last-mile connectivity. A major point of discussion was the strategic integration of Self-Help Groups (SHGs) into the MBS framework. This move is set to empower women-led livelihoods by involving SHG members as conductors, thereby improving service delivery.
The meeting also tackled the sensitive issue of ticket fare revisions and passenger concessions. The committee worked on finding a sustainable balance between keeping travel affordable for citizens and ensuring the financial health of the service. It was firmly reaffirmed that free bus travel for students will continue without interruption.
Institutional Reforms and Route Rationalisation
To strengthen coordination and accountability, the committee explored the need to reorient institutional mechanisms. Discussions included the rationalisation of MBS routes to optimise coverage and operational efficiency. Furthermore, adjustments to gross cost contract rates for public-private partnership (PPP) operators were considered. The goal is to ensure operational viability for partners while safeguarding public interests.
Chairing the meeting, Usha Padhee, Principal Secretary of the Commerce and Transport Department, underscored the importance of reorganising bus routes based on inputs from the district level. This reorganisation aims to significantly improve connectivity to essential services like schools and hospitals.
Mission Shakti and a People-Centric Vision
Padhee emphasised the need to deepen the involvement of Mission Shakti and SHGs in service delivery. She stated, "Mukhyamantri Bus Seva remains a cornerstone of Odisha's vision for accessible, safe and sustainable public transport for all."
The committee reviewed the overall performance of MBS and charted its future roadmap, with a core focus on strengthening public transport as a reliable, inclusive, and people-centric mobility solution throughout the state.
The meeting concluded with clear directives to expedite the implementation of the identified reforms. This ensures coordinated efforts at both the state and field levels to enhance the reach and positive impact of the Mukhyamantri Bus Seva across Odisha.
