Operation Jagriti Phase-5 Empowers Women in Agra Zone

In a significant push for women's empowerment and safety, the Agra Zone Police in Uttar Pradesh is currently executing the fifth phase of its flagship 'Operation Jagriti'. This comprehensive initiative, inspired by the state-wide Mission Shakti campaign, kicked off its latest phase on December 14, 2025, and is being implemented across seven districts under the zone.

Multi-Agency Drive for Grassroots Change

Operation Jagriti Phase-5 is a collaborative effort involving the police, UNICEF, and several allied departments. These include health, education, rural development, women and child development, alongside psychologists and counsellors. Together, they are conducting extensive awareness drives, workshops, and training programmes at the village and ward level.

Additional Director General of Police for Agra Zone, Anupam Kulshreshtha, outlined the campaign's four core objectives. These are: providing support and counselling to women victims of crime; creating awareness about the serious consequences of filing false cases; protecting women and girls from cyber harassment and violence; and preventing elopement cases by fostering direct dialogue among parents, adolescents, and young girls.

Jagriti Teams and Tech-Based Monitoring

For effective on-ground implementation, multidisciplinary 'Jagriti Teams' have been formed. These teams comprise beat constables, ASHA workers, panchayat secretaries, teachers, self-help group members, counsellors, NGOs, and trained 'Jagriti Warriors'. With UNICEF and psychological experts, structured scripts have been prepared to drive behavioural change among participants.

The campaign employs a technology-driven monitoring system. Feedback and attendance for each programme are collected via Google Forms, and events are documented with geo-tagged photographs. Social media is being leveraged extensively for outreach, with Phase-5 already garnering over 11.22 lakh social media impressions since its launch.

Measurable Impact and Widespread Participation

The campaign has shown tangible results. Between December 14, 2025, and the present, a staggering 3,112 awareness programmes have been organized, directly engaging nearly 5.5 lakh people in the Agra Zone.

An impact assessment of the first phase by IIM Indore found a 'significant positive impact' on women's safety. It recorded a 23% reduction in elopement cases and an 18% decline in overall crimes against women during that phase. Phase-4 also saw a 15% drop in elopement cases and a 6.4% year-on-year decrease in crimes against women.

ADG Kulshreshtha provided a detailed breakdown of the outreach. Programmes were held at 1,529 locations, including 591 schools, 233 public places, and 759 gram panchayats and urban wards. In terms of participation, the campaign reached a total of 5,29,437 people.

This included 1,02,247 adult women and 88,769 adult men, demonstrating strong community involvement. A major focus on youth saw participation from 1,85,628 girls and 1,46,793 boys below 18 years, highlighting the campaign's emphasis on preventive education.

Among the districts, Firozabad and Hathras recorded the highest outreach, each engaging over 2.36 lakh individuals. Districts like Aligarh, Mainpuri, and Kasganj also contributed significantly, ensuring uniform coverage across the zone.

Operation Jagriti stands as a model for a coordinated, data-driven approach to women's safety, moving beyond enforcement to create lasting social change through awareness and community partnership.
