Land Acquisition and Funding Shortfalls Cripple Telangana's Railway Infrastructure Development

Multiple crucial railway infrastructure projects in Telangana have been brought to a standstill due to persistent delays in land acquisition and significant funding gaps, severely hampering the state's rail development progress.

Critical Doubling Works Face Complete Stagnation

According to official data from the Ministry of Railways, essential doubling works on major rail corridors have made virtually no progress because of land acquisition failures. The Bibinagar–Guntur doubling line, a vital corridor connecting Hyderabad with Chennai and Kerala, requires 31 hectares of land, yet not a single hectare has been acquired to date.

A similar situation plagues the Mudhked–Medchal–Mahabubnagar–Dhone doubling line, where none of the required 70 acres has been secured. Overall, Telangana needs approximately 770 hectares of land to complete all ongoing railway development projects within the state.

Cost-Sharing Agreements Remain Unfulfilled

The Ministry of Railways has reported substantial delays in both land handover and project cost sharing by the Telangana government, particularly affecting the 151-kilometer Manoharabad–Kothapalli railway line. This has negatively impacted project execution, with commissioning currently limited to only up to Siddipet.

Most of these projects were sanctioned under a cost-sharing arrangement between the central government and the state government, with a total estimated cost of 4,704 crore rupees. Telangana's share amounts to 2,181 crore rupees, of which the state government was required to deposit 1,708 crore with the Ministry of Railways. However, only 894 crore has been deposited, creating a substantial shortfall of 814 crore that railway officials confirm is severely affecting project advancement.

Comprehensive Project Overview Reveals Scale of Development

A total of 20 railway projects, comprising six new lines and 14 doubling works, have been sanctioned either fully or partially within Telangana. These projects cover an extensive length of 2,166 kilometers with a total cost of 35,045 crore rupees.

To date, only 548 kilometers have been commissioned, with an expenditure of 11,550 crore rupees incurred. The combination of land acquisition challenges and funding deficiencies continues to impede the completion of these critical infrastructure developments, affecting regional connectivity and economic growth prospects across Telangana.
