Rajasthan Chief Minister Empowers Youth with Skill Certificates and Startup Funding

In a significant push for youth empowerment and entrepreneurship, Rajasthan Chief Minister Bhajan Lal Sharma on Tuesday distributed skill upgradation certificates to more than 9,400 young individuals and extended crucial financial support to 403 startups across the state. The event, held in Jaipur to mark Rajasthan Day, highlighted the government's dual focus on enhancing employability and fostering early-stage business ventures.

Bridging the Education-Employment Gap

Speaking at the ceremony, Chief Minister Sharma emphasized the initiative's core objective: "This initiative is aimed at bridging the gap between education and employment. Our youth must be equipped with skills that match industry needs," he stated. The certificates were awarded to youths who have successfully completed training under various government-backed programmes designed to improve their employability and readiness for the industrial sector.

Substantial Financial Boost for Startups

In a parallel development, the state government disbursed a substantial sum of Rs 11.45 crore in viability gap funding (VGF) to 403 selected startups. This move signals a strategic shift towards supporting early-stage enterprises that often struggle to secure initial capital. "Through viability gap funding, we are supporting startups that have strong ideas but face financial constraints in the early stages. Our goal is to help them become sustainable and grow," Sharma explained.

The startups, which underwent rigorous viability scrutiny by the state-run Bhamashah Techno Hub, span diverse sectors including:

  • Technology
  • Manufacturing
  • Services
  • Social enterprises

Officials noted that the funding prioritizes ventures with potential to generate employment and contribute significantly to local economic development.

Adapting VGF for Startup Ecosystem

Viability gap funding, traditionally used in infrastructure projects, is being innovatively adapted to support startups with viable business models but limited access to finance. This adapted VGF approach enables ventures to stabilize their operations, scale effectively, and attract subsequent private investment, creating a more robust entrepreneurial ecosystem in Rajasthan.

Comprehensive Youth Empowerment Framework

Highlighting provisions in the 2026–27 state budget, Chief Minister Sharma outlined several steps taken to strengthen youth empowerment and entrepreneurship. "We are committed to ensuring that youth not only seek jobs but also become job creators," he affirmed. Key initiatives include:

  1. Interest-free loans for 5,000 tribal youth under the Mukhyamantri Yuva Swarozgar Yojana to support self-employment ventures.
  2. Establishment of the Atal Bihari Vajpayee Global Centre for Advanced Skilling in Jaipur to elevate skill development standards.
  3. Setting up ICT labs in 50 polytechnic colleges across the state to enhance technical education infrastructure.

Broader Economic Development Initiatives

The Chief Minister also highlighted broader economic initiatives, noting that programmes like One District, One Product are effectively promoting local industries. Simultaneously, ongoing reforms aimed at improving ease of doing business are beginning to yield positive results, creating a more conducive environment for both startups and established businesses in Rajasthan.
