Shanta Kumar Labels Cabinet Rank Withdrawal as Temporary Political Move
Former Chief Minister Shanta Kumar has voiced strong concerns over the Himachal Pradesh government's recent decision to withdraw Cabinet rank from certain leaders, characterizing it as a "temporary political maneuver" rather than a substantive effort toward financial discipline. Speaking to media at his residence in Palampur, Kumar emphasized that while curbing government expenditure is crucial amid the state's economic challenges, such measures must not be merely symbolic or short-lived.
Doubts Over Short-Term Solutions to Financial Crisis
Kumar highlighted that the withdrawal of Cabinet rank is reportedly set for only six months, raising questions about whether the state's severe financial crisis will resolve after this period. He pointed out that Himachal Pradesh is burdened with a heavy debt amounting to thousands of crores of rupees, largely due to unchecked spending without corresponding revenue enhancement efforts. "There is no doubt that reducing expenditure is necessary and such a decision deserves appreciation. However, when it appears to be temporary, it raises doubts about the government's intent," he added.
Call for Sustained Financial Discipline and Expert Review
Stressing that financial discipline requires sustained efforts, Kumar likened governance to managing a reservoir, noting that just as saving every drop fills it and wasting each drop empties it, prudent financial management can strengthen the economy. He recalled that during his tenure as Chief Minister, careful planning and savings enabled the state to undertake development projects despite limited resources.
Kumar urged the state government to form a committee of experienced administrators and experts to thoroughly review expenditure and identify areas where costs could be reduced. Simultaneously, he emphasized the need to explore new avenues for increasing revenue to address the fiscal deficit effectively.
Push for Revision of Hydroelectric Royalty Structure
In a key recommendation, Kumar called for revisiting the royalty structure of hydroelectric power projects in Himachal Pradesh. He noted that while electricity tariffs have risen significantly over the years, the royalty received by the state for its water resources has not increased proportionately. He urged the state government to take up this matter with the Central Government to ensure a fair revision, which could provide a substantial boost to state revenues.
Overall, Kumar's statements underscore the need for long-term fiscal reforms over temporary political gestures, aiming to steer Himachal Pradesh toward economic stability and sustainable growth.
