Justice Madhavi Devi, presiding over the case, took cognizance of the petition filed by Baddam Narsimha Reddy, a resident of Valigonda mandal. The court issued notices to the Telangana state government and subsequently adjourned the hearing to February 3, 2026. In a significant procedural move, the judge also permitted the petitioner to serve a personal notice directly on the Aroor branch of Canara Bank, where his agricultural loan account is maintained.

The Stalled Waiver: Facts of the Case

The core of the grievance lies in the alleged non-implementation of the government's loan waiver promise. According to the petition, Narsimha Reddy had availed a crop loan of ₹2 lakh. As of December 9, 2023, his outstanding balance stood at ₹1,56,359. He asserts his clear eligibility under Government Order (GO) No. 567 dated July 15, 2024, which provides for a waiver of agricultural loans in Telangana up to ₹2 lakh.

The farmer's frustration stems from observing that other similarly situated farmers in his area received the waiver, while his loan status remained unchanged. Upon inquiry, the bank provided him a statement where the eligibility column was conspicuously left blank. The status of the waiver was marked as "pending verification of family members"—a condition that has persisted for several months without resolution.

Allegations of Arbitrariness and Next Steps

Despite making formal representations to the authorities as recently as December 20, 2025, the petitioner received no concrete action. His plea to the High Court alleges arbitrariness and a violation of the constitutional right to equality. He has sought judicial directions to compel the authorities to process his loan waiver application as mandated by the government order.

The court's issuance of notices marks a critical first step in this legal battle, putting the state government and the bank on formal notice to explain the delay. The extended adjournment to 2026 provides a substantial window for the respondents to file their counter-arguments and for any potential verification processes to be completed.
