Uttar Pradesh Police Unveil Comprehensive Security Blueprint for Legislative Assembly Budget Session
In preparation for the upcoming Budget session of the Uttar Pradesh Legislative Assembly, scheduled to commence on February 9, the state police administration has implemented an extensive, multi-layered security and traffic management framework. This strategic initiative aims to guarantee the smooth, uninterrupted, and secure conduct of all parliamentary proceedings, ensuring the sanctity and dignity of the House are maintained throughout the session.
Focus on Safety and Order Within the Assembly Premises
Joint Commissioner of Police (Law and Order) Babloo Kumar emphasized that the primary objectives during the session are to ensure the absolute safety of the Chief Minister, all ministers, and legislators. Maintaining strict discipline on the assembly premises and preventing any actions that could compromise the House's dignity are also top priorities. Kumar stated unequivocally that no unauthorized protests, demonstrations, or attempts to breach the established security perimeter will be permitted under any circumstances.
Detailed Zonal and Sectoral Security Deployment
The entire Vidhan Bhavan complex and its surrounding areas have been meticulously divided into four distinct security zones and ten sectors. Each of these zones is under the direct command of an officer holding the rank of Additional Deputy Commissioner of Police (ADCP). Simultaneously, each sector is being supervised by an Assistant Commissioner of Police (ACP), ensuring granular oversight and accountability.
The senior officer deployment includes four ADCPs and eleven ACPs overseeing the arrangements. The security apparatus is further bolstered by the deployment of six companies from the Provincial Armed Constabulary (PAC) and the Rapid Response Force (RRF). To address potential high-threat scenarios, three special commando teams from the Anti-Terrorist Squad (ATS) have been strategically positioned to respond to any emergency or terror-related threat.
Activation of Specialized Security and Surveillance Units
A range of specialized security units has been activated to create a comprehensive defensive shield. These include the Local Intelligence Unit (LIU), two Bomb Disposal and Detection Squads (BDDS), an anti-mine team, and four anti-sabotage check teams. Personnel from the LIU, operating in plain clothes, are conducting intensive frisking and surveillance at all access points to the complex, effectively preventing any unauthorized entry.
For continuous monitoring, a dedicated control room has been established to provide 24x7 CCTV surveillance of all sensitive locations. This facility is manned around the clock by police and radio personnel. The LIU is also actively collecting real-time intelligence on any emerging law-and-order situations. Complementing this, the police commissionerate's social media monitoring team is vigilantly scanning digital platforms to detect and counter any provocative or misleading content that could threaten public order.
Elaborate Traffic Diversion and Management Plan
To ensure the smooth flow of vehicular traffic and prevent congestion around the assembly area, an elaborate diversion plan has been prepared. Four outer cordon sectors have been established. A dedicated traffic force, comprising 13 inspectors, 63 sub-inspectors, 195 head constables and constables, and 67 home guards, has been deployed to regulate movement and enforce the traffic plan effectively.
Total Force Deployment and Operational Philosophy
The total police force mobilized for the session's security is substantial, including 31 inspectors, 274 sub-inspectors, 601 head constables and constables, 124 women constables, and the aforementioned 67 home guards. Joint Commissioner Babloo Kumar explained the operational philosophy, stating, "A blend of technical surveillance and human intelligence is being used to ensure foolproof security. All deployed personnel are being thoroughly briefed and assigned point-wise duties to ensure accountability and alertness." This integrated approach underscores the administration's commitment to a secure and orderly legislative session.
