Uttarakhand's 25-Year Journey: Progress and Preservation

As Uttarakhand celebrated its 25th formation day on November 9, Chief Minister Pushkar Singh Dhami reflected on the state's remarkable transformation in an exclusive interview. The Bharatiya Janata Party leader highlighted the significant milestones achieved since the state's creation under former Prime Minister Atal Bihari Vajpayee's leadership.

The state's economic indicators show impressive growth, with per capita income skyrocketing from Rs 15,825 during formation to an estimated Rs 2,74,000 in 2024-2025. Similarly, the Gross State Domestic Product witnessed a substantial increase from Rs 14,501 in 2000 to Rs 3.78 lakh this year, demonstrating Uttarakhand's robust economic development.

Infrastructure and Connectivity Revolution

Chief Minister Dhami emphasized the transformative infrastructure projects that have reshaped Uttarakhand's landscape. The Char Dham Pariyojana all-weather road, enhanced air connectivity across the state, and the Delhi-Dehradun highway represent crucial developments that have addressed the region's historical connectivity challenges.

"When the state was formed, the region was considered remote within Uttar Pradesh," Dhami noted. "Over the past 25 years, we have dramatically improved our road infrastructure and connectivity, even reaching villages along the border areas."

Uniform Civil Code: Pragmatic Implementation

The Uttarakhand Chief Minister addressed the implementation of the Uniform Civil Code, clarifying that the government maintains a flexible approach toward the groundbreaking legislation. Dhami revealed that 58 couples have registered their live-in relationships under the UCC provisions since its implementation.

"When I introduced the UCC Bill in the Assembly, I made it clear that suggestions and recommendations would be accommodated," Dhami stated. "We are not dogmatic about this and are open to differing views, which are good for Uttarakhand and its people."

The Chief Minister defended the UCC as a fulfillment of constitutional principles under Article 44 and a response to the public mandate. The BJP's victory in the 2022 elections, despite including UCC in their manifesto, demonstrated public support for the legislation according to Dhami.

Cultural Preservation and Security Concerns

Dhami strongly articulated his government's commitment to preserving Uttarakhand's cultural and religious identity. "This is Devbhoomi Uttarakhand. If there is a place in the whole world which is close to God, it is this," the Chief Minister emphasized.

The CM addressed concerns about demographic changes and various forms of "jihad," stating that the government is targeting patterns of conspiratorial acts rather than any particular community. He defended legislation such as the Anti-Conversion Amendment Act and Minority Education Act as necessary measures to protect civil society.

"There is no room for anything that dilutes the culture and religiosity of the state," Dhami asserted. "We will break the pattern of conspiratorial acts, but anyone who abides by the law should not be concerned."

Addressing Governance Challenges

The Chief Minister responded to recent protests concerning the Uttarakhand Subordinate Service Selection Commission exam cancellations and healthcare services in hill areas. Dhami's government has made 26,500 appointments over the past four years through transparent processes, with legislation specifically designed to prevent cheating.

Regarding the UKSSC exam controversy, Dhami confirmed that accused individuals have been arrested, the examination has been cancelled, and a CBI investigation has been recommended in line with aspirants' demands. "We do not make a mockery of the youth's sentiments," he affirmed.

On healthcare protests, the CM revealed his personal engagement with demonstrators who marched from Chaukhutia to Dehradun. The government has ordered upgrades to community health centers, with Dhami committing to personally visit and assess the challenges faced by hill communities.

Educational Reforms and Constitutional Compliance

Dhami defended the Minority Education Act, 2025, noting that it includes five minority communities beyond Muslims. The legislation aims to ensure modern education for all children, addressing concerns about madrasas operating as schools without imparting contemporary education.

"Madrasas do not impart modern education and foster a sectarian and primitive mindset," the Chief Minister argued. "Thus, we brought in a completely Constitutional bill to repeal the Madrasa Board."

Dhami emphasized that his government operates strictly within constitutional boundaries while pursuing its policy objectives. The administration's approach combines development initiatives with cultural preservation, reflecting the unique character of Uttarakhand as both a development success story and a spiritual heartland.
