The Draft National Sports Code 2024, released by the Ministry of Youth Affairs and Sports, proposes a series of stringent reforms designed to bring transparency, accountability, and a renewed focus on athlete welfare to the forefront of Indian sports administration.
Key Reforms to Curb Enduring Tenures and Conflicts
The draft code introduces hard limits on the tenure and age of officials serving in National Sports Federations (NSFs) and the Indian Olympic Association (IOA). A central provision mandates that no person can hold a position in a sports federation beyond the age of 70. Furthermore, it seeks to end the era of life-long presidencies by capping the tenure for the posts of President and Secretary at three terms of four years each, with a mandatory cooling-off period after two consecutive terms.
Another critical reform targets the issue of conflict of interest, a long-standing concern. The code explicitly bars ministers, MPs, MLAs, and government servants from holding any office in the NSFs or the IOA. This move is intended to separate political influence from sports administration and ensure that federations are run by dedicated sports professionals.
Financial Security and Enhanced Focus on Athletes
Moving beyond administrative clean-up, the 2024 draft places a strong emphasis on the well-being of athletes. One of its most progressive proposals is the creation of a dedicated Athletes' Welfare Fund. This fund is envisioned to provide financial support to athletes for medical expenses, insurance, and other welfare needs, acknowledging the physical and financial challenges they often face during and after their competitive careers.
The code also mandates that NSFs must allocate a significant portion of their annual budget—at least 10%—exclusively for athlete development and welfare programs. This institutionalizes the priority of athlete support within the financial planning of every federation.
