Chandigarh: Haryana's industries department has finalised the draft of the state's ‘Animation, Visual Effects, Gaming, Comics and Extended Reality (AVGC-XR) Policy 2026', setting the stage for its rollout after approval from the chief minister's office, sources said.
Policy Objectives
The policy aims to position Haryana as a major hub for gaming, animation, visual effects and immersive technologies by attracting investments, creating jobs and building specialised infrastructure for the fast-growing digital content industry.
Strategic Advantages
Officials said Haryana's location in the National Capital Region, strong IT ecosystem and proximity to technology firms give it an opportunity to emerge as a leading AVGC-XR destination.
The draft policy identifies the sector as a priority area for investment and innovation-led growth. It proposes dedicated AVGC-XR parks and clusters housing animation and VFX studios, game development units, immersive technology facilities, incubation centres, training institutes and Centres of Excellence.
Support for Startups and MSMEs
The policy also seeks to support startups and MSMEs, promote original intellectual property and content creation, and strengthen domestic and global market linkages. Officials said AVGC-XR technologies are increasingly being used beyond entertainment in sectors such as education, healthcare, defence, manufacturing, architecture and advertising.
Expected Impact
Once approved, the policy is expected to provide a roadmap for attracting domestic and global investments and integrating Haryana into global digital content and creative industry value chains.
