Gujarat Launches India's First National AI Research Body, IAIRO, in GIFT City
Gujarat to launch Indian AI Research Organisation on Jan 1

Gujarat is set to make history by establishing the country's first national-level artificial intelligence research institution. Chief Minister Bhupendra Patel announced on Monday that the Indian AI Research Organisation (IAIRO) will be officially launched in GIFT City on January 1.

A Pioneering Public-Private Partnership

This landmark initiative will be operationalized on a unique public-private partnership (PPP) model, a first for an AI research body of this scale in India. The Chief Minister has granted in-principle approval for IAIRO, which will be formed through a tripartite partnership involving the Gujarat government, the Government of India, and private industry players.

Officials detailed that IAIRO will be set up as a Special Purpose Vehicle (SPV) within the GIFT City ecosystem. It will be incorporated as a non-profit entity under Section 8 of the Companies Act, 2013. The financial blueprint for this ambitious project envisions a total outlay of approximately Rs 300 crore over its first five years.

The funding structure is equally shared, with the state government, the central government, and private partners each contributing 33.33%. A significant anchor private partner has already been secured. The Indian Pharmaceutical Alliance (IPA), which represents 23 major domestic drug manufacturers including giants like Cipla, Torrent Pharma, and Sun Pharma, will lead the private sector contribution. The IPA is expected to inject Rs 25 crore in the fiscal year 2025-26.

Vision and Core Functions of IAIRO

The establishment of IAIRO follows the state government's creation of an AI task force aimed at leveraging technology for sustainable development. The goal is to enhance the quality of life for citizens through AI-driven innovations in critical sectors like healthcare, education, and agriculture.

Envisioned as a multidisciplinary hub for AI, IAIRO's core activities will be multifaceted:

  • Advanced Research and Development: Pushing the frontiers of AI technology.
  • Product and Solution Development: Creating practical AI-based applications.
  • Collaboration: Fostering partnerships between academia, industry, startups, and government.
  • Intellectual Property Focus: Generating and protecting new AI innovations.
  • Capacity Building: Training and developing talent in the AI field.
  • Policy Research: Informing government strategy and regulation.

To power its operations, IAIRO will adopt a hybrid compute model. This model will integrate on-premises GPU infrastructure with national platforms like the IndiaAI Cloud, ensuring it has the robust computational resources necessary for cutting-edge research.

A Strategic Leap for Gujarat and India

The launch of IAIRO in GIFT City marks a strategic leap, positioning Gujarat at the forefront of India's formal AI research landscape. By concentrating efforts in a designated financial and tech hub like GIFT City, the project aims to create a synergistic environment where research can quickly translate into real-world, scalable solutions.

This move underscores the state's commitment to becoming a leader in technological innovation. The involvement of a powerhouse industry consortium like the IPA from the pharmaceutical sector also signals a clear intent to apply AI research to high-impact areas like drug discovery and healthcare innovation from the outset.

With its launch on New Year's Day, the Indian AI Research Organisation is poised to become a cornerstone of India's ambitions to be a global leader in artificial intelligence, driven by a collaborative model that brings together the best of public governance and private enterprise.
