In a significant achievement for law enforcement, Haryana Police has secured the top rank in the country for successfully recovering money defrauded from citizens through cybercrimes. Official data reveals the state's cyber policing system has set a new national benchmark for effectiveness and speed.
Leading the Nation in Financial Cyber Shield
According to the latest statistics from the National Crime Records Bureau (NCRP) portal, the Haryana Police managed to block approximately 36% of the total cyber fraud amount in time, providing major relief to victims. This performance placed them firmly at the number one position, with the second-ranked state trailing at a recovery rate of only 27%. The substantial gap underscores the efficiency of Haryana's approach.
An official statement from the Haryana Police highlighted that this top ranking proves their cyber policing framework is faster, more technology-based, effective, and result-oriented compared to other states. The coordinated and strict actions throughout 2025 yielded a direct impact: a recorded 36% reduction in total financial losses from cyber fraud compared to the previous period.
A Year of Aggressive Action and a Tech-Powered Vision for 2026
The year 2025 saw Haryana Police adopt a relentless stance against cybercriminals. A total of 1,41,685 complaints were received, marking an 8.5% increase from 2024. Police registered 6,212 cybercrime cases, reflecting a 12.7% rise in formal legal action. Notably, the force also took suo motu action in 356 cases, a sharp increase of 62.6%.
On the enforcement front, the numbers are staggering. 8,022 cybercriminals were arrested in 2025, averaging about 22 arrests every single day. This aggressive crackdown had a clear financial benefit: the total cyber fraud amount in the state plummeted from around Rs 980 crore to Rs 630 crore. This translates to a saving of Rs 350 crore, or roughly Rs 1 crore per day for the citizens of Haryana.
Director General of Police, Ajay Singhal, shared his forward-looking vision for 2026 on Monday. He stated that the force will build on 2025's strong foundation to make the fight against cybercrime more technology-empowered, citizen-centric, and result-oriented. The special focus will be on dismantling cybercriminal networks from their roots using advanced tools.
Root-and-Branch Strategy: Prevention and Proactive Measures
DGP Singhal clarified that the priority will extend beyond post-crime investigations. The strategy for 2026 will heavily emphasize preventing cybercrime, securing defrauded money promptly, and providing quick relief to citizens. Key pillars of this approach will include:
- Leveraging Artificial Intelligence (AI) and data analytics for predictive policing.
- Enhancing real-time coordination with banking institutions to freeze transactions.
- Developing proactive intelligence networks to thwart scams before they happen.
He expressed confidence that through these measures, Haryana Police will emerge as a model state for the entire country in the field of cybersecurity.
The success in 2025 was underpinned by a comprehensive five-point strategy that attacked the entire cybercrime ecosystem. Under this initiative:
- Over 1.5 lakh mobile numbers and 12,326 IMEIs linked to fraud were blocked.
- 5,123 fake websites and social media accounts were taken down.
- A massive 3.54 lakh mule bank accounts used for laundering scam money were identified and frozen.
- Furthermore, 91 suspicious bank branches were red-flagged, leading to the arrest of 62 bank officials involved in facilitating fraud.
This multi-pronged, aggressive campaign demonstrates a blueprint for other states to follow in the ongoing battle against the escalating threat of cyber financial fraud.
