The state transport department in Mumbai has received 179 objections and suggestions regarding the draft school bus policy. This policy aims to regulate fares and establish a base fare per kilometer per student for school buses, educational institution buses, and school vans.
Consultation Process Underway
Transport commissioner Rajesh Narvekar stated that officials have thoroughly reviewed all suggestions and objections from individuals and organizations. The file has been forwarded to the state law and judiciary department for further action. He added that the state government will make a final decision before implementing any amendments or issuing a notification.
Concerns Raised by School Bus Owners
The School Bus Owners' Association raised significant concerns, particularly regarding the mandatory installation of vehicle location tracking devices. Operators highlighted that the approved system costs nearly Rs 15,000 per vehicle, with an annual subscription of around Rs 5,000. They argued that only a handful of manufacturers have been approved, limiting competition and keeping prices high. In the open market, similar devices are available for Rs 2,000 to Rs 3,000, with monthly charges of about Rs 150.
Seatbelt Mandate Under Scrutiny
Operators also called for reconsideration of the proposal to mandate seatbelts in school buses. They claimed that fastening and unfastening belts for children at every stop would consume time, slow down operations, and cause traffic congestion. Additionally, they noted that seating systems designed for adults may not be suitable for children.
Legislative Direction
During the legislature's budget session, assembly speaker Rahul Narwekar directed the transport department to ensure that vehicles transporting schoolchildren receive separate permits, pending compliance with conditions such as installation of CCTVs and GPS.
