The Odisha government has unveiled a significant initiative to propel the state's biotechnology sector forward. In a move aimed at boosting bioeconomy and fostering innovation, the state's Science and Technology Department has decided to establish dedicated Centres of Excellence (CoEs) in biotechnology.
Goals and Focus Areas of the New Centres
According to an official resolution issued on Wednesday, these CoEs are designed to support institutions working on new and advanced biotechnologies. The primary objectives are to strengthen industry competitiveness, accelerate bio-industrialisation, and ensure that cutting-edge innovations reach society effectively.
The core activities of each Centre of Excellence will encompass multidisciplinary research, specialised training, and the adoption of novel technologies. They are mandated to provide direct and indirect support to organisations and startups for implementing best practices and high standards. A key goal is to aid the government in developing low-cost solutions in critical areas such as public health, agriculture, environmental sustainability, food security, sanitation, and bioenergy.
Funding, Structure, and Application Process
The government has outlined a clear framework for the establishment and operation of these centres. Funding will be substantial, with each approved project eligible for a maximum grant of Rs 10 crore over a five-year period. This financial support will be disbursed in three instalments: the first phase spanning 24 months, followed by two phases of 18 months each.
The Science and Technology Department will invite applications from both government and non-government institutions and companies. Eligible entities must demonstrate a proven track record of academic excellence and pioneering research in biotechnology. A dedicated screening committee will review all project proposals. Shortlisted applicants will then present their detailed plans before a Project Evaluation and Review Committee, which will be chaired by the Director of Biotechnology from the Science and Technology Department.
Governance and Long-Term Vision
To ensure accountability and strategic direction, each CoE must establish its own advisory board. The progress of every centre will be subject to regular reviews. The official guidelines state that support may be terminated mid-term if a project shows significantly lacking progress.
The CoEs will focus on 14 strategic areas, including agriculture and food biotechnology, microbial and industrial biotechnology, biofuel and bioenergy, and aquatic and marine biotechnology. Beyond research, they will actively work on translating high-quality research into industry-ready products and processes. This will involve forging ties with industry partners, generating patents, facilitating technology transfer, and nurturing a culture of entrepreneurship.
Furthermore, these centres will develop skilled human resources through workshops and advanced courses. They are also expected to build international partnerships with leading global research organisations, universities, and industry leaders to ensure global competence and the transfer of best practices. The establishment of accredited laboratories is another crucial component, aimed at guaranteeing quality standards in both research and development and manufacturing processes.
This comprehensive initiative marks a major step by the Odisha government to position the state as a significant hub for biotechnological innovation and economic growth.
