India-Vietnam Defence Ties Anchored in Joint Vision 2030

India and Vietnam have further consolidated their defence partnership with the implementation of the Joint Vision Statement 2030, according to the Ministry of External Affairs (MEA). The statement, adopted during the visit of Vietnamese Prime Minister Pham Minh Chinh to India in 2022, outlines a comprehensive roadmap for bilateral defence cooperation over the next decade.

Key Areas of Cooperation

The Joint Vision Statement 2030 focuses on several critical areas, including maritime security, capacity building, and military-to-military exchanges. Both nations have committed to enhancing interoperability through joint exercises, training programs, and defence industrial collaboration.

Maritime Security and Indo-Pacific

India and Vietnam share common interests in maintaining peace, stability, and freedom of navigation in the Indo-Pacific region. The defence ties are anchored in a shared vision for a rules-based order, with both countries opposing any unilateral attempts to change the status quo in the South China Sea.

The MEA highlighted that defence cooperation is a key pillar of the India-Vietnam Comprehensive Strategic Partnership. Regular high-level visits and dialogues have further deepened mutual trust and understanding.

Both sides are exploring opportunities for joint development and production of defence equipment. This includes technology transfer, co-development of platforms, and maintenance support. The partnership aims to enhance self-reliance in defence manufacturing, aligning with India's 'Make in India' initiative.

Vietnam has shown interest in Indian defence systems, including the BrahMos supersonic cruise missile and naval assets. The two countries have also agreed to strengthen cooperation in counter-terrorism, cyber security, and peacekeeping operations.

Strategic Significance

The deepening defence ties between India and Vietnam are seen as a counterbalance to China's growing assertiveness in the region. Both nations have maritime disputes with China in the South China Sea. The Joint Vision 2030 reaffirms their commitment to a free, open, and inclusive Indo-Pacific.

The MEA emphasized that the partnership is not directed against any third country but is aimed at promoting regional stability and prosperity. The defence cooperation is expected to expand further with increased joint military exercises and strategic dialogues.
