Surge in Workplace Harassment Complaints in Pakistan

Official data from Pakistan's Federal Ombudsperson for Protection against Harassment (FOSPAH) reveals that 1,290 workplace harassment complaints were filed in the past year, with men accounting for 521 cases—roughly 40 percent of the total. This marks a significant shift in the reporting landscape, as hundreds of men have come forward to seek legal intervention, challenging traditional perceptions of harassment as a predominantly female issue.

According to The Express Tribune, the data shows that women filed 769 complaints, while men filed 521, indicating that male victims are increasingly willing to report incidents. Islamabad recorded the highest number of male complainants with 231 cases, followed by Punjab with 222, Peshawar with 42, Karachi with 24, and Balochistan with just two. Among female complainants, Islamabad again topped the list with 496 cases, followed by Punjab with 154.

High Disposal Rate and Regional Disparities

FOSPAH processed and disposed of 1,104 of the 1,290 complaints received during the year, reflecting a high disposal rate of over 85 percent. The concentration of cases in Islamabad and Punjab has drawn attention to regional disparities in awareness and enforcement of workplace harassment laws. Balochistan's low numbers may indicate underreporting rather than a lack of incidents, officials suggested.

FOSPAH officials attributed the higher number of complaints in Islamabad to greater public awareness about the institution and legal avenues available for victims. Awareness initiatives have encouraged more employees to report incidents instead of remaining silent, as cited by The Express Tribune.

Under the leadership of Federal Ombudsperson Fauzia Waqar, FOSPAH has continued nationwide awareness campaigns aimed at informing employees of their legal rights.
