Haryana Village Panchayat Penalises Water Wastage

In a pioneering move in Fatehabad district, the gram panchayat of Jallopur village has implemented fines and water supply disconnection for residents found wasting drinking water. This initiative addresses growing concerns over water conservation and declining groundwater levels. While government departments run awareness campaigns, the village panchayat has opted for strict enforcement to prevent misuse of potable water.

New Rules and Penalties

Sarpanch Mange Ram announced that no resident is allowed to install a motor or booster pump directly on the drinking water supply line. Violators will face a penalty and possible disconnection of their water connection. To set an example, the sarpanch removed the motor installed at his own house before urging others to comply.

“The aim is to ensure every household receives clean and adequate drinking water round the clock. This can only be achieved if wastage and misuse are stopped,” he said, emphasizing that water conservation is essential for both present and future generations.

Mandatory Taps and Fines

In collaboration with the Public Health Engineering Department (PHED), the panchayat has made it mandatory for every water outlet in the village to have a tap. Officials noted that significant clean water is often wasted due to open outlets without taps. Under the new rules, a first-time violator is fined Rs 500, while a second violation attracts a penalty of Rs 1,100. Repeat offenders may face permanent disconnection of their water supply.

District Consultant Sharma Chand Lali praised the initiative, stating it could serve as a model for other villages. “Groundwater levels are continuously declining. Jallopur’s decision is a positive step and can inspire other villages to take similar measures,” he said. Junior Engineer Chhotu Ram added that the department will conduct regular inspections to ensure compliance.

Officials and villagers hope this initiative will promote responsible water use and strengthen efforts to conserve precious water resources.
