According to official data, ICE received the largest portion of approximately 50,000 new federal employees hired since Trump assumed office.

National Security Focus Drives Hiring

The Trump administration's personnel strategy has shown a clear preference for national security positions, with Scott Kupor, the federal government's human resources director, confirming to Reuters that the majority of new hires work specifically at Immigration and Customs Enforcement. This hiring pattern directly reflects the administration's policy priorities and emphasis on immigration enforcement.

The substantial staff increase at ICE occurred simultaneously with hiring freezes and layoffs in other critical government departments. Agencies such as the Internal Revenue Service and the Department of Health and Human Services experienced significant workforce reductions as part of the administration's broader government restructuring campaign.

Massive Workforce Reduction Plan

The hiring initiative represents only one side of the administration's comprehensive workforce strategy. Kupor revealed in August that the administration expects to eliminate approximately 300,000 federal positions this year alone. This dramatic downsizing effort targets the 2.4 million-strong federal civilian workforce that the administration considers too large and inefficient.

To lead this ambitious downsizing project, Trump appointed billionaire entrepreneur Elon Musk in January. Musk, with the president's full backing, has consistently argued that the federal workforce had grown beyond optimal size and required significant streamlining to improve efficiency.

Widespread Impact Across Government Functions

The workforce reductions have affected numerous government functions and departments. Employees responsible for enforcing civil rights laws, collecting tax revenue, and overseeing clean energy projects were among those dismissed during this restructuring.

Approximately 154,000 federal employees accepted buyout offers from the Trump administration as part of the downsizing initiative. Former federal employees and unions reported that the buyouts impacted a wide spectrum of government services including weather forecasting, food safety inspections, health programs, and space projects.
