Are All Banks Closed Today? RBI's Directive for Agency Banks

While the holiday is widely observed, not all banking institutions are shuttered. The Reserve Bank of India (RBI) has issued a specific directive requiring all agency banks—those branches that handle government receipts and payments—to remain operational on March 31. These designated branches will continue to process transactions critical to the financial year-end, including government revenue, payments, and settlements for the fiscal year 2025-26.

The RBI elaborated in an official statement: “The Government of India has made a request to keep all branches of the banks dealing with government receipts and payments open for transactions on March 31, 2026 (Tuesday-public holiday) so as to account for all the government transactions relating to receipts and payments in the Financial Year 2025-26 itself. Accordingly, agency banks are advised to keep all their branches dealing with government business open on March 31, 2026 (Tuesday).”

Understanding Agency Banks and Their Role

Agency banks are financial institutions appointed under Section 45 of the RBI Act to conduct government transactions. Currently, this category includes all public sector banks and select private sector banks that act as agents of the RBI. Only specific, designated branches of these banks are authorized to carry out government-related banking business.
