CBDT Launches 'PRARAMBH' Outreach for Smooth Rollout of New Income Tax Act
The Central Board of Direct Taxes (CBDT) has officially launched the 'PRARAMBH' initiative, a comprehensive outreach and facilitation program designed to ensure a seamless transition to the new Income Tax Act, 2025. This landmark move, announced by CBDT Chairman Ravi Agrawal on Friday, aims to foster clarity, simplicity, and confidence among taxpayers as the Act comes into force from April 1, 2026.
Key Announcements and Reforms
Addressing an event attended by Union Finance Minister Nirmala Sitharaman and senior officials, Chairman Agrawal emphasized that PRARAMBH, which stands for Policy Reform and Responsible Action for Mission Viksit Bharat, represents a significant advancement in India's tax administration. He highlighted that the transition involves not just a new law but also a re-engineering of processes to enhance taxpayer experience.
Major simplifications include:
- A reduction in the number of rules from 510 to 333.
- A cut in forms from 399 to 190, achieving nearly a 52% reduction.
- Potential elimination of compliance requirements for over six crore transactions.
To support taxpayers, the CBDT has prepared more than 2,200 FAQs and guidance notes for 186 forms, ensuring comprehensive assistance during the transition period.
Digital and On-Ground Support Mechanisms
The PRARAMBH initiative will leverage multimedia campaigns and educational materials in multiple Indian languages to improve understanding of the new Act. Additionally, digital tools will be introduced to facilitate a technology-driven experience.
Key digital innovations announced:
- Launch of 'Kar Saathi', an AI-enabled chatbot providing 24/7 assistance through the department's website.
- Phased rollout of a new website and guidance tools to ensure seamless digital services.
For taxpayers without digital access, support will be extended through 'Aaykar Seva Kendras' across the country, ensuring inclusivity and accessibility for all.
Citizen-Centric Approach and Future Outlook
Chairman Agrawal underscored a citizen-centric philosophy, reflecting the spirit of "Nagrik Devo Bhava," with a focus on making tax administration more transparent, responsive, and empathetic. He expressed confidence that PRARAMBH will serve as a vital bridge between reform and public understanding, enabling a smooth, inclusive, and taxpayer-friendly transition to the new regime.
This initiative marks a pivotal step in aligning India's tax framework with global standards while prioritizing taxpayer convenience and compliance ease.
