ICAI Delegation Holds Constructive Meeting with Maharashtra Co-operative Commissioner
A high-level delegation from the Western India Regional Council (WIRC) of the Institute of Chartered Accountants of India (ICAI) recently held a significant meeting with Maharashtra's Co-operative Commissioner, Deepak Taware. The discussion centered on critical issues affecting the state's co-operative sector, with a focus on audit reforms, regulatory timelines, and enhanced professional participation in policy formulation.
Key Participants and Meeting Atmosphere
The delegation was led by WIRC Chairman CA Sourabh Ajmera and included prominent members such as RCM CA Abhishek Dhamne, who serves as Chairman of WIRC's Co-operative Committee, and ICAI Pune Chairman CA Pranav Apte. The meeting took place at the commissioner's office in Pune and was characterized by participants as "constructive and forward-looking," indicating a positive atmosphere for dialogue and collaboration.
Major Demands and Issues Raised
During the meeting, the ICAI delegation presented several key demands aimed at improving the co-operative sector's regulatory framework. One primary request was for an extension of timelines for auditors' empanelment for the 2026–29 period. The delegation highlighted procedural challenges and the necessity for adequate preparation time, emphasizing that current timelines are insufficient for thorough compliance.
Another significant proposal involved the formal inclusion of chartered accountants in the drafting of Maharashtra's proposed new co-operative policy. The delegation advocated for a consultation model similar to those used in the Income-tax and GST frameworks, where ICAI has historically played a crucial role in policy development. This move aims to leverage professional expertise for more effective governance.
The delegation also addressed the urgent need for revising audit fees for co-operative audits, which have remained stagnant since the financial year 2013–14. They pointed out that over the past decade, the scope of audits, compliance requirements, and professional accountability have expanded considerably. This growth necessitates a corresponding update in remuneration structures to ensure fair compensation and maintain audit quality.
Officials and Experts Present
The meeting was attended by several key officials and experts, including RCM CA Rajesh Agrawal, CA Nilesh Yeolekar, CA Nandkumar Kadam, senior chartered accountant Vasant Gund, and co-operative sector expert Satish Mundada. Their presence underscored the importance of the discussion and the collective expertise brought to the table.
Implications for Future Collaboration
This interaction is viewed as a pivotal step towards fostering closer collaboration between the accounting profession and Maharashtra's co-operative administration. By addressing issues such as audit reforms, fee revisions, and policy involvement, the meeting sets the stage for modernizing regulatory frameworks and strengthening governance practices in the co-operative sector. The outcomes are expected to enhance transparency, efficiency, and professional standards across Maharashtra's co-operative institutions.
