Kotak Mahindra Bank Files Complaint in Rs 150-Crore Panchkula Civic Scam, Probe Under Way
In a significant development, Kotak Mahindra Bank has officially filed a complaint with the Haryana Police concerning a massive Rs 150-crore financial scam uncovered in accounts held by the Municipal Corporation (MC) of Panchkula. This incident marks the second major banking fraud case to emerge in Haryana recently, following a separate Rs 590-crore scam involving IDFC First Bank and AU Small Finance Bank.
Bank Initiates Reconciliation and Files Formal Complaint
Kotak Mahindra Bank, in a detailed statement, revealed that it initiated a comprehensive reconciliation process of fixed deposits and linked bank accounts maintained by the Panchkula Municipal Corporation, acting on specific instructions from the civic body. The bank emphasized that its preliminary review found all account opening procedures, KYC documentation, authorized signatories, and instructions from the MC to be in full compliance with established banking norms and due processes.
The bank further stated, "A significant portion of the amounts under review has already been reconciled with the Municipal Corporation, and the reconciliation process is continuing in an orderly manner." To ensure an independent and thorough examination, Kotak Mahindra Bank has filed a formal complaint with the Panchkula Police, underscoring its commitment to governance standards and full cooperation with municipal, government, and law enforcement authorities.
Haryana Vigilance Bureau Takes Charge of Investigation
However, sources indicate that the Haryana Police may not proceed with the bank's complaint, as the matter is already under the active investigation of the State Vigilance and Anti-Corruption Bureau (SV&ACB), Haryana. This move follows a directive from Haryana Chief Secretary Anurag Rastogi, who also heads the Vigilance Department, on March 24, instructing the SV&ACB to register a case and launch a detailed probe into the scam.
The scam was detected in accounts maintained with Kotak Mahindra Bank's Sector 11 branch in Panchkula, raising serious concerns about financial irregularities within the municipal corporation's operations. This case adds to the growing scrutiny on banking frauds in Haryana, as state authorities tighten oversight in the wake of multiple high-value financial scandals.
Context of Previous Banking Frauds in Haryana
This incident is part of a broader pattern of banking-related scams being addressed by the Haryana government. The earlier Rs 590-crore case, which involved IDFC First Bank and AU Small Finance Bank, has already prompted heightened vigilance and regulatory actions. The recurrence of such large-scale frauds highlights ongoing challenges in financial governance and the need for robust anti-corruption measures in public sector banking interactions.
As investigations progress, stakeholders are closely monitoring developments, with expectations for accountability and transparency in resolving these financial discrepancies. The outcomes of these probes could have significant implications for banking regulations and municipal financial management in Haryana and beyond.
