Hyderabad: Telangana's power distribution sector is undergoing a substantial restructuring with the establishment of Rythu Discom, a third electricity distribution company conceived primarily to serve the agricultural sector. The new entity has been allocated a 42% market share, determined on the basis of electricity consumption trends recorded over the past five years. As a result, the Southern Power Distribution Company Limited (SPDCL) will see its share reduce from 71% to 45%, while the Northern Power Distribution Company Limited (NPDCL) will decline from 29% to 13%.
Operational Timeline and Licensing
Rythu Discom is scheduled to commence operations on June 2. All statutory documentation has been completed, and applications for the requisite licences have already been submitted to the Telangana Electricity Regulatory Commission. Until now, the state's distribution network has been managed by two utilities — the SPDCL, headquartered in Hyderabad, and the NPDCL, based in Warangal.
Transfer of Connections and Personnel
In a significant operational shift, the state government has transferred 29.08 lakh electricity connections to the new discom. A considerable proportion of these comprise free agricultural service connections, underscoring Rythu Discom's pivotal role in ensuring reliable power supply to the farming community. Parallel to this, the redistribution of personnel is being undertaken in alignment with the revised market shares of the three distribution companies.
Administrative arrangements for the launch are underway. Each district will be placed under the supervision of a divisional engineer, while superintending engineers will oversee the joint districts. The board of directors has already been constituted, providing the institutional framework required for the company's functioning.
Recruitment and Staffing
Recruitment plans include 660 engineers and an additional 1,340 employees across the state. Staffing is being handled through a balanced mix of fresh recruitment and internal promotions. Employees from TSGENCO, TRANSCO, NPDCL, and SPDCL are being considered for promotion and transfer to Rythu Discom. Two rounds of consultations have reportedly been held with electricity unions to facilitate a smoother transition. Salaries were disbursed on April 1 to employees who have already joined the new entity, a measure intended to instil confidence during this period of organisational change. Engineers say nearly 34,000 permanent employees and artisans from the existing southern and northern discoms have expressed interest in joining Rythu Discom.
