The Department of Town and Country Planning (DTCP) has scrutinized more than 50 diesel generator sets installed in green belts, parks, road margins, and other public spaces across DLF colonies in Gurgaon. During a recent survey, the enforcement wing identified multiple generator installations at several locations in DLF Phases 1, 2, 3, and 4, prompting the department to seek permissions, no-objection certificates (NOCs), and other statutory approvals.
Locations of Gensets
In DLF Phase 2, multiple gensets were found at Madhya Marg, Purvi Marg, L-Block near the water tank, K-10 Road, K-7 Road, the L-28/L-15 T-point, and near L-17 Park. Similar installations were recorded in DLF Phase 4 on Garden Villa Road, Road No. 4500, near Electricity Substation-7, and along green belts adjoining road numbers 3600, 5000, and 5500.
In DLF Phase 1, gensets were located at green belts near SHM-4, B-18/10, D-Block near Mount Olympus School, the D-Block water tank, and multiple points around KCM Road and adjoining intersections. The survey also noted installations near B-21, C-15, and C-6. In DLF Phase 3, generator sets were identified near U-27, V-13, the booster pump area, W-11, and a park near U-24A.
Background and Action
The exercise follows an anti-encroachment drive conducted earlier this year in connection with a public interest litigation pending before the Punjab and Haryana High Court. During inspections, officials observed several gensets installed in public areas. District Town Planner (Enforcement) Amit Madholia issued a notice to DLF City RWA, directing it to produce documents related to permissions, NOCs, and statutory clearance.
The RWA subsequently issued a public notice asking residential societies, institutions, block RWAs, and generator operators to submit all relevant documents within 15 days. The documents sought include planning approvals, land-use permissions, fire department NOCs, Haryana State Pollution Control Board clearances, and permissions from DHBVN or other competent electricity authorities.
Madholia stated, "Diesel generator sets installed in rights-of-way, green belts, and public parks have been identified during the survey. The concerned parties have been asked to furnish valid approvals and supporting documents. If satisfactory replies or requisite permissions are not provided, action will be taken in accordance with the rules."
Residents emphasized that while power backup remains essential for neighborhoods, compliance with planning and environmental norms is equally important.
