The Economic Offences Wing (EOW) of Mumbai police has arrested builder Sohail Abdullah Dukka for allegedly selling flats illegally in a slum redevelopment project located in Jogeshwari. The arrest stems from a complaint filed by Mohammad Momin, who accused Dukka of misappropriating crores of rupees while acting as a partner in Unique Developers. This firm was responsible for executing the 'One Jogeshwari' Slum Rehabilitation Authority (SRA) project at Behram Baug, Jogeshwari West.
Details of the Case
According to the police, Dukka was already in jail in connection with another case registered at the MIDC police station. In the current case, he is accused of independently selling around 10 flats in the project between 2023 and December 2025. These flats were allegedly sold at prices lower than market rates, with the payments being deposited into his personal bank account and the account of his proprietary concern, Unico Traders.
The complainant alleged that the market value of the flats was approximately Rs. 14.9 crore, while around Rs. 10.67 crore was allegedly diverted by the accused. The redevelopment project comprised multiple residential towers. As per the partnership agreement, all proceeds from flat sales were required to be deposited in designated RERA-linked bank accounts jointly operated by authorised partners.
Legal Proceedings
The EOW is investigating the case further and has taken Dukka into custody. The builder's actions have raised serious concerns about the misuse of funds in slum redevelopment projects, which are meant to provide housing for the urban poor. The authorities are expected to take stringent action to ensure that such malpractices are curbed in the future.
