Background: High Unemployment Rates and Political Criticism

The latest periodic labour force survey (PLFS), released by the Ministry of Statistics and Programme Implementation, has placed Goa's unemployment rate at 8.3%. This figure is the highest in India and significantly above the national average of 3.1%. Citing this data from the Centre, the opposition has criticized Chief Minister Pramod Sawant, alleging his inability to generate sufficient jobs. In response, the state government hopes that the new employment survey will "correct" what it perceives as gaps in employment measurement specific to Goa.

Limitations of National Datasets in Goa's Context

The Directorate of Planning, Statistics & Evaluation has highlighted that national datasets, including the PLFS, provide limited insight into Goa's tourism-driven, seasonal, informal, and self-employed economy. This limitation, according to the directorate, leads to a "misinterpretation" of Goa's "labour market realities." The proposed study is designed to address these shortcomings by generating Goa-specific evidence that can inform policy and planning at the state, district, and taluka levels.

Survey Methodology and Implementation Plans

The department plans to appoint a private agency to conduct a large-scale primary employment and enterprise survey. This survey will cover all districts, including the newly formed Kushavati district, with taluka-level representation ensured through a statistically robust sampling design. Data collection will be digital, incorporating GPS and quality controls, and will span a 12-month livelihood reference period to account for seasonal variations. The survey will integrate household, individual, and enterprise-level data to provide a comprehensive overview.

Timeline and Deliverables for the Employment Study

According to department officials, the study must be completed within three months of the contract award, with a possible three-week extension available upon written request. Key deliverables include a final employment report, district- and taluka-level employment profiles, policy briefs, and a presentation for the Chief Minister's Office. This structured approach aims to ensure timely and actionable insights for governance and economic planning.
