Government Takes Action Against Unfair LPG Charges in Restaurant Bills

Across the nation, a severe LPG crisis has plunged hotels and restaurants into operational turmoil, severely disrupting their daily business activities. In response to this challenging situation, numerous establishments have begun imposing additional fees labeled as "LPG charges" or "gas charges" on customer bills, sparking widespread shock and confusion among consumers.

Consumer Complaints Prompt Government Intervention

After receiving a flood of complaints from diners about inflated bills at well-known restaurants due to these extra charges, the government has finally stepped in. The Central Consumer Protection Authority (CCPA) released an official press statement on March 25, 2026, addressing the issue head-on.

The CCPA has taken serious note of the practice where hotels and restaurants are levying additional charges such as "LPG charges," "gas surcharge," and "fuel cost recovery" on consumer bills. According to the authority, adding these fees constitutes unfair trade practices under the Consumer Protection Act, 2019.

CCPA Issues Strict Advisory and Warning

Based on an analysis of grievances reported through the National Consumer Helpline (NCH) and various media outlets, the CCPA observed that certain establishments are automatically applying these charges to bills, over and above the displayed menu prices and applicable taxes. In response, the authority issued a fresh advisory under Section 10 of the Consumer Protection Act, 2019.

The advisory explicitly directs that no such charges shall be levied automatically on consumer bills. It further warns that violations of this directive may invite strict legal action, emphasizing the government's commitment to protecting consumer rights.

Clarification on Business Input Costs

The CCPA has provided clear clarification regarding the nature of business expenses. Input costs such as fuel, LPG, and electricity are integral components of running a business and must be factored into the pricing of menu items from the outset.

Recovering these costs through separate mandatory charges is deemed an unfair trade practice under Section 2(47) of the Consumer Protection Act. This move aims to ensure transparency and fairness in billing practices, safeguarding consumers from hidden fees.

The ongoing LPG crisis has undoubtedly placed significant strain on the hospitality sector, but the government's intervention seeks to balance business challenges with consumer protection, ensuring that diners are not unfairly burdened with additional costs during these difficult times.
