Kufos Unveils Fisheries Policy for Blue Economy Growth

Kochi: The Kerala University of Fisheries and Ocean Studies (Kufos) released two policy documents on Saturday, outlining a comprehensive roadmap for the sustainable transformation of the fisheries sector in Kerala. The documents, titled Strategic Action Plans for Sustainable Transformation of Fisheries Sector in Kerala and Kufos Vision Plan (2026–2031), were formally presented to fisheries minister Abdul Gafoor during the valedictory function of Blue India 2026 - International Conference and Expo held in Panangad.

Key Recommendations

The documents propose a multifaceted approach to fisheries governance, emphasizing climate-resilient coastal development, innovation-driven aquaculture, capacity building, and blue economy growth. Vice-chancellor A Biju Kumar highlighted that Kerala is at a historic juncture where fisheries development must evolve beyond conventional fish production to embrace a broader vision of sustainable blue economy growth, climate resilience, community welfare, and innovation-driven development.

Establishment of Kerala Blue Economy Council

One of the major recommendations is the establishment of a Kerala Blue Economy Council to provide integrated governance and strategic direction for sustainable development of fisheries, coastal resources, marine ecosystems, ports, tourism, climate adaptation, and blue economy initiatives.

Regulation of Fishing Efforts

The documents propose regulating fishing effort and fishing capacity based on carrying capacity assessments, resource availability, and ecosystem-based fisheries management principles. Strengthening monitoring of bycatch, discards, and illegal fishing activities through digital surveillance and participatory governance systems is also emphasized.

Digital Repository of Traditional Knowledge

Another key proposal is establishing a digital repository of fisheries and ocean traditional knowledge at Kufos. This repository would document indigenous ecological knowledge, fishing practices, traditional navigation systems, local weather forecasting indicators, and the cultural heritage of fishing communities.

Integration with Nutrition and Entrepreneurship

The documents propose integrating aquaculture growth with rural nutrition programmes. Strengthening fisheries entrepreneurship, branding, digital marketing, and e-commerce systems, as well as promoting seafood startups and value-added fisheries enterprises, are also highlighted. A dedicated Kerala Seaweed Mission has been proposed to promote seaweed farming, women-led enterprises, blue carbon initiatives, and seaweed-based industries.
