Centre Explores Smaller LPG Cylinders Amid Global Energy Supply Concerns
Mounting uncertainties over global energy supply, driven by escalating tensions in West Asia, have prompted the Indian government to explore fresh measures to manage domestic LPG availability. Key proposals under consideration include providing lesser volumes of the fuel in refilled cylinders and potentially extending the waiting period for ordering refills.
Proposed Changes to Cylinder Sizes
Currently, each domestic LPG cylinder in India contains 14.2 kilograms of fuel. In response to the volatile international situation, the Centre has directed oil marketing companies (OMCs) to assess the feasibility of reducing this quantity to 10 kilograms or even 7 kilograms per cylinder. Officials cite concerns over fuel tanker movements through critical maritime routes, such as the Strait of Hormuz, as a primary motivator for this review.
An OMC source explained, "Some options are being discussed to ensure equitable distribution, prevent shortages, and minimise pilferage. Reducing the LPG content in domestic cylinders is one of the strategies being evaluated."
Consumer Reactions and Challenges
Consumers have expressed significant dissatisfaction with the proposed changes. Many households rely on the standard 14.2-kilogram cylinder, which typically lasts around 15 days. A shift to smaller cylinders could drastically reduce this duration, potentially lasting only 7 to 9 days. This raises practical concerns, especially given existing booking restrictions.
Gaurav Saxena, a resident of Taratala, Kolkata, voiced his worries, "One cylinder lasts 15 days in our home. A 10-kilogram or 7-kilogram cylinder will be exhausted in 7 to 9 days. With the current rule prohibiting cylinder bookings before 25 days from the previous delivery, how will cooking be managed?"
Dealer and Distributor Perspectives
LPG dealers are also apprehensive about the proposal. They highlight existing operational challenges, including rising demand, booking failures, and e-KYC issues. A dealer in south Kolkata noted, "We are already struggling with these problems. Any change in supply quantity will create more complications and could lead to allegations of LPG theft."
Distributors acknowledge that while the shift to smaller cylinders might help stretch available supplies across more households, it introduces logistical hurdles. A distributor commented, "Handling more cylinders of smaller sizes will increase operational pressure. However, if this measure ensures greater access to LPG for a larger number of families, it may be a necessary step."
Potential Extension of Waiting Periods
Amid ongoing consumer complaints about booking confirmations and delivery delays, there are reports that the waiting period for cylinder bookings could be further extended. Currently set at 25 days from the date of delivery, sources within OMCs suggest a strong possibility of increasing this to 30 days.
This potential change adds to existing frustrations. Anindita Sen, a homemaker from Chetla, Kolkata, shared, "Even after booking is confirmed, there is no clarity on when the cylinder will actually arrive." Similarly, Rajesh Gupta from New Alipore pointed out, "The system lacks transparency, making it difficult for consumers to plan effectively."
Broader Implications and Future Outlook
Distributors find themselves caught between supply constraints and customer dissatisfaction. A Kolkata-based LPG distributor remarked, "We are doing our best to manage deliveries, but supply is tight, and we must adhere to the regulations in place."
The proposed measures reflect the government's proactive approach to mitigating potential shortages caused by global geopolitical tensions. However, balancing supply management with consumer needs and operational feasibility remains a critical challenge. As discussions continue, stakeholders await further clarity on how these changes might be implemented to ensure stable LPG access across India.
