In a significant move to accelerate economic growth, Uttar Pradesh has unveiled a strategic blueprint centered on healthcare expansion, labor reforms, and industry-driven skill development. This roadmap was detailed at the Confederation of Indian Industry (CII) UP annual session held in Lucknow on Tuesday, where senior government officials and industry leaders converged to outline a coordinated vision aimed at transforming the state into a trillion-dollar economy.

Healthcare Sector Sees Rapid Expansion and Private Participation

Highlighting the state's progress in healthcare, Amit Kumar Ghosh, Additional Chief Secretary of Medical Health and Family Welfare, emphasized the rapid expansion of coverage under the Ayushman Bharat scheme. He noted a substantial increase in empanelled hospitals and enhanced outreach across various districts, ensuring more citizens have access to quality medical services.

The government is now intensifying efforts to strengthen last-mile access through health and wellness centers, while actively opening avenues for private sector involvement in hospital infrastructure and telemedicine. This initiative is particularly targeted at underserved regions, aiming to bridge healthcare gaps and improve overall public health outcomes.

Labor Reforms Aim to Simplify Compliance and Boost Transparency

On the labor front, MK Shanmuga Sundaram, Principal Secretary of Labour and Employment, underscored the state's commitment to implementing new labor codes. These reforms are designed to simplify compliance procedures and enhance transparency, creating a more business-friendly environment.

Digitization of labor services and faster dispute resolution mechanisms are being prioritized to strike a balance between worker welfare and ease of doing business. This approach is expected to attract investments and foster a more efficient labor market in Uttar Pradesh.

Industry-Led Skill Development to Bridge Workforce Gaps

Officials also stressed the critical need to align workforce capabilities with emerging industry demands. Deepak Kumar, Infrastructure and Industrial Development Commissioner, called for deeper industry engagement in skill development initiatives.

He urged companies to partner with the government in training programs that make youth job-ready, emphasizing that such collaboration is essential for bridging skill gaps and supporting sectors poised for rapid expansion. This focus on skill development is seen as a key driver for sustainable economic growth and employment generation.

Leveraging Global Mega-Trends for Economic Transformation

The broader economic vision for Uttar Pradesh is anchored in leveraging global mega-trends, including advanced manufacturing, green energy, and digital technologies. Manoj Kumar Singh, CEO of the State Transformation Commission, highlighted that the state is actively building policy and institutional frameworks to attract investments in these high-potential areas while fostering innovation-driven ecosystems.

Industry representatives echoed the government's approach, with CII (UP) Chairperson Upasana Arora emphasizing that sustained collaboration between the public and private sectors will be crucial for maintaining momentum. She noted that the convergence of policy support, infrastructure development, and industry participation is creating a strong foundation for inclusive growth across the state.
