Youth Unemployment Crisis Hits Punjab and Himachal Pradesh Hard, Doubling National Figures
Chandigarh: A severe youth unemployment crisis is gripping Punjab and Himachal Pradesh, with joblessness rates among young people nearly double the national average, according to the latest Periodic Labour Force Survey data for January to December 2025. Educated youth are bearing the brunt of this deepening employment challenge, highlighting a stark mismatch between rising education levels and limited job opportunities in the region.
Alarming Unemployment Rates Among Youth
The survey reveals that unemployment in the 15–29 age group stands at a staggering 19.8% in Himachal Pradesh and 17% in Punjab, far exceeding the national average of 9.9%. In contrast, neighbouring Haryana records 11.8%, which is also above the all-India level but significantly lower than its counterparts. This data underscores a widening gap that threatens the economic stability and future prospects of young residents in these states.
Educated Workforce Struggles to Find Jobs
Despite higher education attainment in the region, graduate unemployment remains critically high. Punjab reports 11.6%, Haryana 10.3%, and Himachal Pradesh 12.1%, compared with 11.2% nationally. Postgraduate unemployment is similarly elevated at 9.4% in Punjab, 9.6% in Haryana, and 11.0% in Himachal Pradesh, against a national figure of 10.0%. The share of the population with secondary education and above is 59.6% in Himachal Pradesh, 52.5% in Haryana, and 49% in Punjab, all well above the national average of 42.4%, indicating a large pool of qualified youth facing limited absorption into the job market.
Gender Disparity Exacerbates the Crisis
A sharp gender divide persists, with young women facing significantly higher unemployment rates. Among females aged 15–29 years, unemployment stands at 27.7% in Punjab and 17.4% in Himachal Pradesh, both higher than the national figure of 11.3%. Haryana records 14.3%. The Worker Population Ratio for this age group reflects limited job absorption, with only 39% of youth in Punjab and 35% in Haryana working, compared with 41.4% nationally. Himachal Pradesh shows a marginally higher rate at 44.9%.
Labour Force Participation and Employment Nature
Labour Force Participation Rates among youth vary across states, with Punjab at 47.0%, close to the national average of 46.0%, Haryana at a lower 39.7%, and Himachal Pradesh at a higher 56.0%. This indicates that many young people in Himachal Pradesh are actively seeking work but unable to secure employment. The nature of employment also differs: Himachal Pradesh relies heavily on self-employment at 67.6% of workers, while Punjab and Haryana have more regular salaried jobs at 36.2% and 39.4%, respectively, compared with 23.2% in Himachal Pradesh and 23.6% nationally.
Overall Unemployment Trends
Overall unemployment in the 15–59 age group is above the national average in all three states, with Punjab at 5.8%, Himachal Pradesh at 5.2%, and Haryana at 4.7%, against 3.4% nationally. This comprehensive data points to a systemic issue that requires urgent policy intervention to bridge the gap between education and employment, particularly for educated youth and women in the region.
