In a significant development for Karnataka's industrial landscape, Union Minister for Heavy Industries and Steel HD Kumaraswamy has announced a massive revival plan for the Visvesvaraya Iron and Steel Plant (VISPL) in Shivamogga. The ambitious project, valued at ₹4,000 crore, aims to breathe new life into the crucial industrial facility.

Phased Revival with Long-Term Vision

Speaking on Sunday, Kumaraswamy revealed that the revival would be executed in multiple phases, with the detailed project report (DPR) for the first phase currently in preparation. Two specialized companies have been assigned to prepare this comprehensive report, which will focus on incorporating the latest technological advancements in steel production.

The minister emphasized that the DPR is being designed to ensure the factory remains operational for the next 40 years, indicating a long-term commitment to the plant's sustainability. Kumaraswamy expressed confidence in the project's success, attributing it to the support of Prime Minister Narendra Modi.

"We will revive and develop the plant in many phases, with the confidence of Prime Minister Narendra Modi," Kumaraswamy stated during his announcement. He added that he plans to return to the project site between January and February to review progress, noting that the DPR will cover development across three key sectors in the initial phase.

Sharp Criticism of State Government

The Union Minister didn't mince words when criticizing the state government's performance, accusing them of failing at multiple levels. He pointed to concerning financial management issues, revealing that no government department had spent even 45% of their allocated budget, which he described as indicative of the administration's "pathetic state."

Kumaraswamy also launched a scathing attack on the law and order situation in Karnataka, claiming it had "collapsed." He cited several alarming incidents to support his allegations, including:

  • A mobile phone found in the possession of a terrorist at Parappana Agrahara prison
  • Police constable involvement in a robbery case
  • Recent robberies reported in Davanagere, Vijayapura, and Bengaluru

Addressing Multiple Challenges

Beyond industrial and security concerns, the minister also highlighted the pressing issue of human-wildlife conflict in several districts. He emphasized that mere compensation cannot bring back lost lives, urging the state government to take more effective measures to handle the menace of wild animals.

Responding to the Congress party's claims about returning to power in 2028, Kumaraswamy dismissed these aspirations as a "distant goal," suggesting the current administration has significant challenges to overcome before considering future electoral prospects.

The revival of Visvesvaraya Iron and Steel Plant represents one of the most significant industrial investments in Karnataka recently, potentially creating numerous employment opportunities and boosting the regional economy once fully implemented.
