Bengaluru's New Link Road Opening Delayed Amid PWD-NICE Legal Dispute
The much-anticipated opening of a newly constructed one-kilometer link road in Bengaluru, designed to connect Deepanjali Nagar junction with NICE Road at the Clover Leaf near Outer Ring Road, faces significant uncertainty. The Public Works Department (PWD) is unlikely to grant permission for its inauguration due to an ongoing legal conflict with the project operator, Nandi Infrastructure Corridor Enterprises (NICE) Ltd.
Legal Battle Over Framework Agreement Violations
The PWD has taken NICE Ltd to court, alleging serious violations of the framework agreement that governs the NICE Road project. According to department officials, the agreement explicitly required the operator to construct a concrete road capable of withstanding heavy traffic movement. However, the PWD claims that NICE deviated from these agreed technical specifications, compromising the road's quality and durability.
Principal Secretary of the Public Works Department, Amlan Aditya Biswas, stated, "They have not met the technical requirements of building the road as per the Framework Agreement on the construction of the road. The issues related to quality of the road and other aspects are sub-judice. We want the court to give us directions on how to proceed."
NICE's Position and Public Benefits
An official from NICE Ltd confirmed that the link road is already completed and that permission to open it was formally sought from the PWD approximately one month ago. The official emphasized the potential benefits of the new infrastructure, explaining, "Once opened, the road will help motorists avoid traffic congestion while accessing the Bengaluru–Mysuru access-controlled highway, especially near the Nayandahalli stretch. It will also benefit commuters travelling towards Electronics City via NICE Road."
Similar to other link roads on the corridor, toll collection is likely to be implemented on this stretch, a point that has drawn mixed reactions from the public.
Public Reaction and Social Media Controversy
Mixed reactions emerged after NICE Managing Director Ashok Kheny shared an aerial photograph of the completed link road on social media. While some users eagerly inquired about the opening date, others criticized the planned toll charges, highlighting concerns about additional financial burdens for daily commuters.
The legal impasse continues to delay what could be a significant relief for Bengaluru's notorious traffic congestion, leaving both authorities and citizens awaiting a court resolution.
