The Karnataka state government is developing a comprehensive 10-year masterplan to transform the Hindustan Aeronautics Limited (HAL) airport campus in Bengaluru into an integrated defence-civil-space aviation district. This strategic initiative aims to position Bengaluru among the world's leading aerospace hubs by 2036, competing with established global centers such as Toulouse, Hamburg, and Seattle.

The HAL Aerospace Renaissance Masterplan (2026–2036)

Prepared by the Karnataka State Policy and Planning Commission (KSPPC) and submitted to Chief Secretary Shalini Rajneesh for central government clearance, the masterplan proposes redeveloping nearly 700 acres into a unified ecosystem. This ambitious project would combine military aviation, commercial operations, space mobility, and emerging technologies within a single, coordinated framework.

The blueprint suggests establishing a joint state-centre implementation authority to fast-track approvals, manage land use optimization, and coordinate across multiple ministries. A key technological feature of the plan is a proposed digital control tower designed to track maintenance, repair and overhaul (MRO) output, research and development activities, and clean energy adoption across the district.

Implementation Challenges and Strategic Alignments

However, the proposal faces significant implementation hurdles since the HAL airport is administered by the Ministry of Defence. In official communications to the infrastructure development department, state officials emphasized that "any decisions regarding its redevelopment, land-use optimization, and integration with broader aerospace innovation activities must be taken at the level of the defence ministry."

To strengthen the project's viability, officials have suggested aligning it with major national infrastructure initiatives including the Chennai-Bengaluru Industrial Corridor and the Bengaluru-Mumbai Economic Corridor. These strategic alignments would enhance trade networks and logistics capabilities while creating synergies with existing industrial development projects.

Economic Impact and Key Components

According to Mohandas Hegde, a KSPPC member, if executed through a public-private partnership or joint venture with global aerospace majors and national institutions, the project could generate over $20 billion in economic output and create more than two lakh (200,000) high-skilled jobs.

The masterplan identifies several key pillars for development:

  • A Safran-led maintenance, repair and overhaul (MRO) ecosystem
  • An India-based M88 engine facility for Rafale fighter jets
  • Co-manufacturing of air-to-surface weapons with Bharat Electronics Limited
  • Integration of civil aviation, defence, and space-linked systems
  • Introduction of urban air mobility solutions including electric vertical take-off and landing (eVTOL) air taxis
  • Development of autonomous platforms with dedicated testing corridors
  • Establishment of a HAL Global Training and Skilling Academy to train 20,000 technicians annually
