Haryana Chief Minister Reviews Vehicle Scrapping Policy to Boost Recycling Sector

Haryana Chief Minister Nayab Singh Saini chaired a meeting in Chandigarh on Friday, directing officials to promote the recycling of scrap as part of the state's efforts to enhance the vehicle scrapping and recycling industry. The meeting focused on reviewing the implementation of various incentive schemes under the Haryana Registered Vehicle Scrapping and Recycling Facility Incentive Policy–2024.

Emphasis on Scientific Recycling and Environmental Responsibility

During the session, emphasis was placed on encouraging the scientific and environmentally responsible scrapping and recycling of old vehicles. This initiative aims not only to attract significant investment but also to generate new employment opportunities across Haryana. Haryana Industries and Commerce Minister Rao Narbir Singh participated in the meeting via video conferencing, underscoring the collaborative approach to this policy.

Financial Incentives and Industry Status for Scrapping Units

Commissioner and Secretary of the Industries and Commerce Department, Amit Agrawal, provided detailed insights during the meeting. He informed that registered vehicle scrapping and recycling units will be granted industry status, making them eligible for several financial incentives. Key schemes include:

  • Capital Subsidy Scheme: Both new industrial units and those undertaking expansion will receive a subsidy on capital investment at prescribed rates.
  • Net SGST Reimbursement Scheme: Eligible industrial units will be reimbursed for a specified portion of the State GST they deposit, offering financial relief and encouraging investment, particularly in backward areas.
  • Park Developers Scheme: Financial assistance will be provided for developing Eco Parks and Recycling Parks, covering a share of the project cost excluding land.
  • Stamp Duty Reimbursement: The policy includes reimbursement of stamp duty on the purchase or lease of land, facilitating the development of modern infrastructure in the sector.

Skill Development and Workforce Training Initiatives

Skill development was accorded special importance during the meeting. It was announced that Centres of Excellence will be established to enhance skill development, with financial assistance provided for conducting specialised training programmes in government ITIs, polytechnics, and other training institutions. The objective is to create a trained workforce for the vehicle scrapping and recycling sector, thereby expanding employment opportunities for youth in Haryana.

Expected Impact on Industry and Environment

The effective implementation of these schemes is expected to give a significant boost to the vehicle scrapping and recycling industry in Haryana. This will not only promote environmental protection by ensuring responsible disposal of old vehicles but also increase investment and employment opportunities in the state. The meeting was attended by Principal Secretary to the Chief Minister Arun Kumar Gupta, Director General of Industries and Commerce Yash Garg, along with other senior officials, highlighting the government's commitment to this initiative.
