Haryana is set to revolutionize its energy landscape with a groundbreaking City Gas Distribution Policy designed to attract significant infrastructure investment and accelerate the adoption of cleaner fuel alternatives across the state.
Policy Framework Takes Shape
During a crucial review meeting held on Thursday, November 27, 2025, Haryana Chief Secretary Anurag Rastogi directed officials to finalize the much-anticipated policy by incorporating valuable suggestions from the Petroleum and Natural Gas Regulatory Board (PNGRB). The meeting involved key stakeholders including the Industries and Commerce department and other concerned departments.
Rastogi emphasized that the modern, investor-friendly policy aims to meet both national standards and industry expectations while creating robust natural gas infrastructure throughout Haryana. The upcoming CGD policy is expected to open new doors for both public and private investment in natural gas pipelines and distribution networks, marking a significant step toward energy transformation.
Streamlined Processes and Consumer Benefits
The draft policy introduces several innovative features designed to simplify procedures and ensure transparency. Under the Draft CGD Policy 2025, companies authorized by PNGRB will be able to seek Right of Use (RoU) and Right of Way (RoW) permissions through the state's single-window portal – http://www.investharyana.in.
Applicants will need to submit a Common Application Form along with comprehensive documentation including GIS-based route maps, detailed work plans, land details, and specifications of the technology to be used. The policy accommodates various technological approaches such as HDD, trenchless boring, or open trenching methods.
A clearly defined, transparent fee structure has been established to streamline financial procedures and eliminate ambiguity. This approach not only enhances ease of doing business but also ensures fair competition while safeguarding consumer interests related to access and safety.
Building on Past Success for Future Growth
Dr. Amit K Agrawal, Commissioner and Secretary of the Industries and Commerce Department, highlighted that the new policy builds upon the foundation of the earlier CGD Policy formulated in 2010. The updated framework incorporates current technological advancements and administrative requirements to meet contemporary challenges.
The Industries and Commerce Department will serve as the nodal agency for implementing the new policy and coordinating with all stakeholder departments, ensuring seamless execution and effective monitoring of progress.
Chief Secretary Rastogi reinforced the broader vision behind this initiative, stating that the new CGD policy will strengthen Haryana's energy security, enhance ease of doing business, and position the state as a leader in clean and sustainable energy infrastructure.
