In a significant boost for industrial growth in the state, the Punjab government has secured a major investment commitment from a leading Japanese corporation. Toppan Speciality Films Private Limited (TSF) has formally agreed to invest approximately Rs 400 crore to expand its existing manufacturing operations in Punjab.
Deal Signed During CM Mann's East Asia Tour
The investment agreement was inked on Wednesday, as announced through an official statement. The deal was finalized during Chief Minister Bhagwant Mann's 10-day visit to Japan and South Korea. This outreach is part of the state's preparations for the upcoming 6th Progressive Punjab Investors' Summit, scheduled for March 13-15, 2026, in Mohali.
CM Mann stated that the decision by TSF to expand its Punjab facility is a direct result of the state government's persistent efforts to attract global capital. The fresh infusion of Rs 400 crore is aimed at enhancing production capacity, creating new employment opportunities, integrating advanced technologies, and solidifying the company's long-term footprint in India.
Beyond Investment: A Partnership for Skilling
Moving beyond a pure financial investment, the pact includes a crucial collaborative element focused on human resource development. Toppan Speciality Films and Invest Punjab have agreed to jointly support the launch of a skilling excellence centre within the state.
Chief Minister Mann emphasized that this centre will be pivotal for strengthening industry-relevant skills and improving employability for Punjab's youth. The training programs will be aligned with both current and emerging needs of the industry.
The centre will specifically concentrate on imparting high-end and technical skills that are not widely available in the region. It will provide training certifications that meet both domestic industry standards and global benchmarks, thereby enhancing the profile of the state's workforce.
Comprehensive Support from Toppan
The Japanese company has committed to playing an active role in the skilling initiative. As per the agreement, TSF will provide financial assistance, technical inputs, training support, and curriculum design based on actual industry requirements. This ensures that the training is practical and directly linked to job-market demands.
Furthermore, the partnership will facilitate apprenticeship opportunities for trainees. Toppan has also agreed to consider suitable candidates from the program for employment within its expanded operations, creating a direct pathway from training to jobs.
