Karnataka Emerges as Major Destination for Migrant Workers Across India

Bengaluru, Karnataka continues to solidify its position as a premier destination for migrant workers from across India, driven by robust economic growth and a rapidly expanding infrastructure sector. According to official data from the state labour department, a total of 46,393 migrant workers from more than 30 states and union territories are currently registered with various welfare boards in Karnataka.

Top States Contributing to Karnataka's Workforce

Workers from West Bengal constitute the largest group, with 10,730 individuals primarily engaged in the construction sector. They are closely followed by migrants from Bihar, numbering 9,489, and Jharkhand, with 6,021 workers. Uttar Pradesh and Odisha round out the top five, contributing 3,845 and 3,508 workers respectively. In contrast, only one worker each has been registered from Dadra and Nagar Haveli, Daman and Diu, and Lakshadweep, while five workers hail from the Andaman and Nicobar Islands.

Bengaluru's Construction Industry: A Major Employer

A significant portion of these migrant workers is employed in Bengaluru's booming construction industry, playing a crucial role in major infrastructure and real estate projects. These include the ongoing Metro expansion, extensive road development initiatives, and the construction of large residential and commercial complexes that are reshaping the city's skyline.

Gig Economy Attracts Interstate Workers

In addition to traditional sectors, the gig economy is also drawing migrant labor. A total of 10,475 gig workers have registered to avail social security benefits, of which 1,316 are from other states. Among these migrant gig workers, Assam leads with 296 individuals, followed by Odisha with 275, and West Bengal ranking third with 136 workers. These individuals are typically employed as bike-taxi riders or food delivery executives, highlighting the diverse opportunities available.

Official Acknowledgment of Underreporting

A labour department official noted, "While these numbers pertain only to those registered with the department, the actual numbers are much higher. Most of the workers from outside are concentrated in Bengaluru." The department admitted that no comprehensive survey has been conducted to assess migrant workers across various sectors, leaving the exact number unknown. This suggests that the official figures likely represent only a fraction of the total migrant workforce in the state.

Legal Framework and Registration Requirements

Under labour laws, including the Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979, employers must obtain prior permission from the assistant commissioner of the labour department before engaging inter-state migrant workers. However, registration is mandatory only for contractors employing more than five migrant workers, indicating that many may remain outside the official framework, potentially leading to significant undercounting.

Social Security Benefits for Registered Workers

A total of 40,945 migrant workers are registered with the Karnataka Building and Other Construction Workers Welfare Board, which provides a comprehensive suite of social security benefits. These include:

  • A monthly pension of Rs 3,000 for members aged above 60
  • A family pension of Rs 1,500 for dependants of deceased members
  • Maternity benefits of Rs 50,000 for the first two children
  • Funeral expense assistance of Rs 4,000
  • Scholarships for workers' children ranging from Rs 1,000 to Rs 60,000, depending on the course of study
  • Skill training and tool assistance programs
  • Insurance schemes and preventive healthcare programmes

Government Response to Employment Concerns

Responding to concerns raised by MLC Govinda Raju about locals potentially losing job opportunities to migrant workers, Labour Minister Santosh Lad stated that the state government has not received any formal complaints on this issue. This indicates a generally harmonious integration of migrant labor into Karnataka's economy, supported by the structured welfare mechanisms in place.
